The deeply ter­ri­fy­ing PNAC (see below) are get­ting a lot more atten­tion in the US. Ted Kopel, on the ABC network’s Night­line pro­gramme summed up the shady bunch thus:

This story has all the mak­ings of a con­spir­acy theory, except that it’s true and real and hap­pen­ing right now.

It’s inter­est­ing to note that arti­cles pub­lished by PNAC as long ago as 1988 with titles like Bomb­ing Iraq Isn’t Enough lead to mys­te­ri­ous 404 Error pages on their site. Or am I get­ting para­noid now? Down­load any of the .pdf files from the archive, though, and you can clearly see the group writ­ing cur­rent Amer­i­can for­eign policy, to the letter, five years ahead of time. Which isn’t that sur­pris­ing, since PNAC’s mem­bers are now the core of the Bush administration.

    LOS ANGE­LES, Cal­i­for­nia (CNN) — Former CIA Direc­tor James Woolsey said Wednes­day the United States is engaged in World War IV, and that it could con­tinue for years.

    In the address to a group of col­lege stu­dents, Woolsey described the Cold War as the third world war and said “This fourth world war, I think, will last con­sid­er­ably longer than either World Wars I or II did for us. Hope­fully not the full four-​plus decades of the Cold War.”

    Woolsey has been named in news reports as a pos­si­ble can­di­date for a key posi­tion in the recon­struc­tion of a post­war Iraq.

    He said the new war is actu­ally against three ene­mies: the reli­gious rulers of Iran, the “fascists” of Iraq and Syria, and Islamic extrem­ists like al Qaeda.

    Woolsey told the audi­ence of about 300, most of whom are stu­dents at the Uni­ver­sity of Cal­i­for­nia at Los Ange­les, that all three ene­mies have waged war against the United States for sev­eral years but the United States has just “finally noticed.”

    “As we move toward a new Middle East,” Woolsey said, “over the years and, I think, over the decades to come … we will make a lot of people very nervous.”

    It will be America’s back­ing of demo­c­ra­tic move­ments through­out the Middle East that will bring about this sense of unease, he said.

    “Our response should be, ‘good!’” Woolsey said.

    Sin­gling out Egypt­ian Pres­i­dent Hosni Mubarak and the lead­ers of Saudi Arabia, he said, “We want you ner­vous. We want you to real­ize now, for the fourth time in a hun­dred years, this coun­try and its allies are on the march and that we are on the side of those whom you — the Mubaraks, the Saudi Royal family — most fear: We’re on the side of your own people.”

    Woolsey, who served as CIA direc­tor under Pres­i­dent Bill Clin­ton, was taking part in a “teach-in” at UCLA, a series of such forums at uni­ver­si­ties across the nation.

    A group call­ing itself “Americans for Vic­tory Over Terrorism” spon­sors the teach-​ins, and the Bruin Repub­li­cans, UCLA’s campus Repub­li­cans orga­ni­za­tion, co-​sponsored Wednes­day night’s event.

    The group was founded by former Edu­ca­tion Sec­re­tary William Ben­nett, who took part in Wednesday’s event along with Paul Bremer, a U.S. ambas­sador during the Reagan admin­is­tra­tion and the former chair­man of the National Com­mis­sion on Terrorism.

    THE NEW UNITED NATIONS CENTER

    My Broth­ers and Sis­ters,
    People of Earth,

    A new United Nations Center, rising from the ruins of Ground Zero, the very site where World War III began on Sep­tem­ber 11th, 2001, will be both a symbol of renewed Amer­i­can com­mit­ment to a plan­e­tary res­o­lu­tion of the plan­e­tary issues which truly caused and per­pet­u­ate the war, a plan­e­ti­za­tion of Amer­i­can for­eign policy, and a rejec­tion of the uni­lat­eral impe­r­ial hubris which threat­ens to tar­nish our nation in the eyes of the People of Earth.

    The eter­nal memo­r­ial to the vic­tims of Sep­tem­ber 11th will not be dis­cerned down in the foot­prints of the fallen build­ings, but will arise out of our vision for the use of the site.

    How can we nego­ti­ate com­merce, shop, rent hotel rooms, and enjoy restau­rants con­structed on the hal­lowed ground where so many died?

    Each life lost remains of itself for­ever mean­ing­ful; each endures in living memo­r­ial within the heart of every person ever touched by those who were taken from us, but it is through this deci­sion that his­tory and human memory will assign mean­ing to their sacrifice.

    A new use, a new vision for the site, will pro­duce some­thing not yet seen: some­thing that will stand for a thou­sand years; not only the tallest build­ing, for even the height of the Green Tower will be eclipsed in time, but some­thing which cap­tures, embod­ies, and expresses that which is high­est and unchang­ing in the human spirit; some­thing which aspires to true great­ness and there­fore grows ever more beau­ti­ful, ever more mean­ing­ful, and ever more moving, with every pass­ing year and with every pass­ing generation.

    Seiz­ing this moment in his­tory, seiz­ing this moment of truth, we, the Amer­i­can people as a plan­e­tary people, must join with all Earth.

    Free Human­ity must seek a vision in har­mony with the free heart’s high­est vision.

    In that vision the mind’s eye of Human­ity, the heart’s eye of Human­ity, gazing as one planet upon that site and upon our future, will see, will know, will rec­og­nize, the future plan­e­tary par­lia­ment, the Green Tower, the new United Nations Center of Earth.

    In chang­ing the sig­nif­i­cance of The World Trade Center site, no plan­e­tary outlaw can attack the Green Tower with­out the entire planet hunt­ing down the perpetrator.

    A new United Nations Center rising from the ruins of Ground Zero will be a plan­e­tary memo­r­ial for all of Earth’s vic­tims, fully con­se­crated to cre­at­ing a better world, and will be the most fit­ting trib­ute to the vic­tims of Sep­tem­ber 11th.

    A new United Nations Center, crowned by the Green Tower reach­ing, like human aspi­ra­tion, toward the stars, will grace the city of New York and honor its people.

    New York­ers who know their city to be a shin­ing cos­mopoli­tan jewel among the great­est cities of Earth must now embrace the oppor­tu­nity for their city to be the renewed seat of a United Nations strong enough, sup­ported enough, to trans­form glob­al­iza­tion into plan­e­tary uni­fi­ca­tion and New York City into a plan­e­tary cap­i­tal and I urge all Amer­i­cans and all Human­ity to lend their voice to this vision.

    2011 - 2014

    The Plan­e­tary Con­sti­tu­tional Con­ven­tion of Earth is autho­rized by a major­ity vote of The Gen­eral Assem­bly of The United Nations. Nation-​state del­e­gates assem­ble at The United Nations Build­ing in New York City, con­ven­ing with a quorum to be com­prised of a simple major­ity of del­e­gates from the nation-​states which choose to par­tic­i­pate in the convention.

    Over a three-​year period, nation-​state del­e­gates meet in open assem­bly, with access pro­vided to both the media and the public, with pro­ceed­ings broad­cast over global satel­lite tele­vi­sion and the plan­e­tary inter­net, with copies of all draft doc­u­ments and min­utes of all meet­ings and pro­ceed­ings posted on the world wide web of the plan­e­tary inter­net, and draft The Con­sti­tu­tional Treaty of Plan­e­tary Uni­fi­ca­tion of The Terran Fed­er­a­tion of The People of Earth.

    2015

    The Con­sti­tu­tional Treaty of Plan­e­tary Uni­fi­ca­tion is sub­mit­ted to the people of Earth for rat­i­fi­ca­tion through free, demo­c­ra­tic plebiscites to be held in every nation-​state on the planet which chooses to participate.

    The Terran Fed­er­a­tion of The People of Earth will be for­mally estab­lished when The Con­sti­tu­tional Treaty of Plan­e­tary Uni­fi­ca­tion has been rat­i­fied by a three-​fourths major­ity of the nation-​states which elect to send del­e­gates to the Plan­e­tary Con­sti­tu­tional Convention.

    2016

    Plan­e­tary elec­tions for the gov­ern­ment of The Terran Fed­er­a­tion of The People of Earth.

    2017

    In Jan­u­ary 2017 the first plan­e­tary gov­ern­ment of The Terran Fed­er­a­tion is seated.

    Through­out 2017 super­vised, mon­i­tored, and ver­i­fied plan­e­tary nuclear dis­ar­ma­ment takes place.

    2020

    The Plan­e­tary E-Democratic Fed­eral Gov­ern­ment of The Terran Fed­er­a­tion of The People of Earth shall be divided into a five-​branch system of gov­ern­ment mod­eled after the vision of Sun Yat-​Sen of China.

    The Five Branches of The Plan­e­tary E-Democratic Fed­eral Gov­ern­ment of The Terran Fed­er­a­tion of The People of Earth shall include The Exec­u­tive Branch, The Leg­isla­tive Branch, The Judi­cial Branch, The Selec­tive Branch, and The Super­vi­sory Branch.

    THE EXEC­U­TIVE BRANCH

    The Plan­e­tary Exec­u­tive Branch will be headed by The First Cit­i­zen of The Terran Fed­er­a­tion of The People of Earth.

    The First Cit­i­zen will be directly elected by the plan­e­tary pop­u­lar vote of the people of Earth.

    The elec­tion of The First Cit­i­zen will take place on the First Tues­day of Decem­ber and shall follow a six-​week campaign.

    The First Cit­i­zen of The Terran Fed­er­a­tion shall serve as an inde­pen­dent, belong­ing to no polit­i­cal party.

    The First Cit­i­zen of The Terran Fed­er­a­tion will serve a seven-​year term of office and shall be lim­ited to no more than two con­sec­u­tive terms.

    The First Cit­i­zen of The Terran Fed­er­a­tion will be sworn into office by The Chief Jus­tice of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion on the first day of Jan­u­ary in the year fol­low­ing his or her elec­tion by the people of Earth.

    The First Cit­i­zen of The Terran Fed­er­a­tion will, upon being sworn into office by The Chief Jus­tice of The Plan­e­tary Supreme Court, make the fol­low­ing Oath of Office: “I do solemnly swear that I will faith­fully serve the people of Earth through my exe­cu­tion of the office of First Cit­i­zen of The Terran Fed­er­a­tion, and that to the best of my abil­ity I will pre­serve, pro­tect, and defend The Con­sti­tu­tional Treaty of Plan­e­tary Uni­fi­ca­tion of The Terran Fed­er­a­tion, so help me God and the people of Earth.”

    The First Cit­i­zen of The Terran Fed­er­a­tion shall admin­is­ter the oath of office to Jus­tices of The Plan­e­tary Courts and Tri­bunals of The Terran Fed­er­a­tion on the first Tues­day fol­low­ing their elec­tion by the people of Earth.

    The First Cit­i­zen of The Terran Fed­er­a­tion shall admin­is­ter the oath of office to Sen­a­tors of The Terran Fed­er­a­tion on the fourth day of Jan­u­ary in the year fol­low­ing their elec­tion by the people of their respec­tive member states of The Terran Federation.

    The First Cit­i­zen of The Terran Fed­er­a­tion shall admin­is­ter the oath of office to Mem­bers of The Selec­tive Ser­vice Com­mit­tee of The Terran Fed­er­a­tion and Mem­bers of The Super­vi­sory Ser­vice Com­mit­tee of The Terran Fed­er­a­tion on the sixth day of Jan­u­ary in the year fol­low­ing their elec­tion by the people of Earth.

    The First Cit­i­zen of The Terran Fed­er­a­tion may issue Plan­e­tary Exec­u­tive Orders by decree, but all Plan­e­tary Exec­u­tive Orders are to be reviewed by the people of Earth. Plan­e­tary Exec­u­tive Orders must be upheld or over­turned within thirty days by a plan­e­tary ref­er­en­dum held in The House of The People of The Terran Federation.

    The First Cit­i­zen of The Terran Fed­er­a­tion shall be the Commander-​In-​Chief of The Peace­keep­ers of The Terran Fed­er­a­tion. The Peace­keep­ing Powers of The First Cit­i­zen shall be lim­ited, checked, and bal­anced by the require­ment that any deploy­ment of Peace­keep­ers shall be reau­tho­rized by the man­date of the people of Earth, as deter­mined by plan­e­tary ref­er­en­dum to be held in The House of The People of The Terran Fed­er­a­tion no later than forty-​five days after the deploy­ment of The Peace­keep­ers of The Terran Federation.

    The First Cit­i­zen of The Terran Fed­er­a­tion shall be required to make an annual report on The State of The Fed­er­a­tion to The Senate of The Terran Fed­er­a­tion and The People of Earth. This annual report shall be simul­ta­ne­ously deliv­ered to The House of The People of The Terran Fed­er­a­tion through a live broad­cast over satel­lite tele­vi­sion and the world wide web of the plan­e­tary internet.

    The First Cit­i­zen of The Terran Fed­er­a­tion may pro­pose plan­e­tary leg­is­la­tion to The Par­lia­ment of The Terran Fed­er­a­tion for debate by The Senate of The Terran Fed­er­a­tion and either rat­i­fi­ca­tion or defeat through direct demo­c­ra­tic plan­e­tary inter­net vote or e-vote of The House of The People of The Terran Federation.

    The First Cit­i­zen of The Terran Fed­er­a­tion may veto any plan­e­tary leg­is­la­tion passed by e-vote in The House of The People of The Terran Fed­er­a­tion. Plan­e­tary over­ride of a veto by the First Cit­i­zen shall require a seventy-​five per­cent e-vote by The House of The People of The Terran Federation.

    The First Cit­i­zen of The Terran Fed­er­a­tion shall pro­pose The Annual Plan­e­tary Budget of The Terran Fed­er­a­tion. The Terran Fed­er­a­tion Budget shall be debated by The Senate of The Terran Fed­er­a­tion, which may add line-​items upon input from The House of The People of The Terran Fed­er­a­tion, but which may not sub­tract line-​items. Each line-​item in the plan­e­tary budget shall be approved or rejected by e-vote of The House of The People.

    The First Cit­i­zen of The Terran Fed­er­a­tion shall have line-​item veto over the indi­vid­ual line-​items passed by The House of The People of The Terran Fed­er­a­tion. Line-​item vetoes may be over­rid­den by a seventy-​five per­cent e-vote of The House of The People.

    The First Cit­i­zen of The Terran Fed­er­a­tion shall sign The Annual Plan­e­tary Budget of The Terran Fed­er­a­tion after a ninety-​day review period in which the indi­vid­ual line-​items shall be debated and amended by The Senate of The Terran Fed­er­a­tion and The House of The People of The Terran Fed­er­a­tion and after the indi­vid­ual line-​items have been sub­ject to the pop­u­lar will through e-vote in The House of The People.

    The Plan­e­tary Budget shall go into effect after it bears the sig­na­ture of The First Citizen.

    All Plan­e­tary Leg­is­la­tion passed by The House of The People of The Terran Fed­er­a­tion shall go into effect after it bears the sig­na­ture of The First Citizen.

    Admin­is­tra­tion, super­vi­sion, pro­tec­tion, and safe­guard­ing of the world wide web and the plan­e­tary inter­net shall fall under the author­ity of The First Cit­i­zen of The Terran Fed­er­a­tion; specif­i­cally under the direct super­vi­sion and port­fo­lio of The Sec­re­tary of The Plan­e­tary Internet.

    The Sec­re­tary of The Plan­e­tary Inter­net shall be a Cabinet-​rank admin­is­tra­tor who shall over­see The Depart­ment of The Plan­e­tary Inter­net of The Terran Fed­er­a­tion and who shall report directly to The First Cit­i­zen of The Terran Federation.

    The First Cit­i­zen of The Terran Fed­er­a­tion shall take the list of ten can­di­dates for each judi­cial vacancy which shall occur on The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion, The Plan­e­tary Court of Jus­tice of The Terran Fed­er­a­tion, and The Plan­e­tary Trade Tri­bunal of The Terran Fed­er­a­tion, pro­vided by The Selec­tive Ser­vice Com­mit­tee of The Terran Fed­er­a­tion, and shall then narrow the list to three nominees.

    The First Cit­i­zen shall nom­i­nate the three nom­i­nees for the judi­cial vacancy by plac­ing their names before The Judi­ciary Com­mit­tee of The Senate of The Terran Fed­er­a­tion for hear­ings on the fit­ness of the Judi­cial can­di­dates stand­ing for elec­tion to The Plan­e­tary Judiciary.

    The final selec­tion of the Cit­i­zen of The Terran Fed­er­a­tion chosen to fill the Judi­cial vacancy shall be made by E-Vote of The House of The People of The Terran Federation.

    The First Cit­i­zen of The Terran Fed­er­a­tion shall choose the mem­bers of his or her own per­sonal staff and his or her own Plan­e­tary Depart­men­tal Cab­i­net. All other Cit­i­zens chosen to serve in the var­i­ous Depart­ments of The Plan­e­tary Gov­ern­ment of The Terran Fed­er­a­tion shall be inter­viewed, screened, and hired by The Selec­tive Ser­vice of The Terran Federation.

    The First Cit­i­zen of The Terran Fed­er­a­tion shall have the power to pro­pose Amend­ments to The Con­sti­tu­tional Treaty of Plan­e­tary Uni­fi­ca­tion of The Terran Fed­er­a­tion of The People of Earth, but all such Amend­ments, be they pro­posed by The First Cit­i­zen, The Senate of The Terran Fed­er­a­tion, or The House of The People of The Terran Fed­er­a­tion, must be rat­i­fied or rejected by E-Vote of The House of The People.

    The Admin­is­tra­tion of The First Cit­i­zen of The Terran Fed­er­a­tion shall be mon­i­tored, and the finan­cial books of The First Citizen’s Admin­is­tra­tion shall be audited, by The Super­vi­sory Ser­vice of The Terran Fed­er­a­tion. Any vio­la­tion of the Plan­e­tary Laws or Con­sti­tu­tional Treaty of The Terran Fed­er­a­tion shall result in the impeach­ment of The First Cit­i­zen by a major­ity vote of the thir­teen mem­bers of The Super­vi­sory Ser­vice Com­mit­tee of The Terran Fed­er­a­tion, the trial of The First Cit­i­zen before The Senate of The Terran Fed­er­a­tion, an E-Vote to con­vict or acquit The First Cit­i­zen by The House of The People of The Terran Federation.

    Upon con­vic­tion by The People of Earth, The First Cit­i­zen of The Terran Fed­er­a­tion shall imme­di­ately be removed from office and the first runner-​up from the pre­vi­ous plan­e­tary elec­tion for the office of First Cit­i­zen shall be sworn into that office by The Chief Jus­tice of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion and shall serve out the remain­der of the former First Citizen’s term.
    The first runner-​up from the pre­vi­ous plan­e­tary elec­tion for the office of The First Cit­i­zen of The Terran Fed­er­a­tion shall also assume that office in the even that the First Cit­i­zen should die while in office or should oth­er­wise be inca­pac­i­tated and unable to per­form the duties of his or her office.

    THE LEG­ISLA­TIVE BRANCH

    The Plan­e­tary Leg­isla­tive Branch will be in the form of THE PAR­LIA­MENT OF THE TERRAN FED­ER­A­TION OF THE PEOPLE OF EARTH.

    The Par­lia­ment of The Terran Fed­er­a­tion of The People of Earth will be com­prised of Two Houses: The Senate of The Terran Fed­er­a­tion and The House of The People of The Terran Federation.

    The Par­lia­ment of The Terran Fed­er­a­tion will meet in Plan­e­tary Leg­isla­tive Ses­sion, year-​round, in perpetuity.

    THE SENATE OF THE TERRAN FEDERATION

    Three Terran Fed­er­a­tion Sen­a­tors shall be elected to serve from each Nation-​State which is a Member State of The Terran Fed­er­a­tion of The People of Earth.

    The elec­tion of Terran Fed­er­a­tion Sen­a­tors shall take place on the first Tues­day of Decem­ber, fol­low­ing a six-​week campaign.

    Terran Fed­er­a­tion Sen­a­tors shall serve as Inde­pen­dents and shall belong to no polit­i­cal party.

    Terran Fed­er­a­tion Sen­a­tors shall serve a Five-​Year Term of Office and shall be lim­ited to no more than two con­sec­u­tive terms in office.

    Terran Fed­er­a­tion Sen­a­tors may pro­pose plan­e­tary leg­is­la­tion for debate in The Senate of The Terran Fed­er­a­tion and The House of The People of The Terran Fed­er­a­tion and plan­e­tary ref­er­en­dum rat­i­fi­ca­tion by E-Vote of The House of The People.

    The Judi­ciary Com­mit­tee of The Senate of The Terran Fed­er­a­tion shall hold hear­ings on the three nom­i­nees, pro­posed by The First Cit­i­zen of The Terran Fed­er­a­tion, for judi­cial vacan­cies on The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion, The Plan­e­tary Court of Jus­tice of The Terran Fed­er­a­tion, and The Plan­e­tary Trade Tri­bunal of The Terran Federation.

    After the Judi­ciary Com­mit­tee of The Senate of The Terran Fed­er­a­tion holds hear­ings on the three nom­i­nees for plan­e­tary judi­cial vacan­cies, the Cit­i­zen of The Terran Fed­er­a­tion chosen to fill the vacancy shall be selected by E-Vote of The House of The People of The Terran Federation.

    Terran Fed­er­a­tion Sen­a­tors shall debate the line-​items of The Annual Budget of The Terran Fed­er­a­tion as pro­posed by The First Cit­i­zen of The Terran Fed­er­a­tion, may pro­pose addi­tional line-​items, but may not delete line-​items.

    Terran Fed­er­a­tion Sen­a­tors shall, after review and delib­er­a­tion, send the indi­vid­ual line-​items found within the Annual Plan­e­tary Budget of The Terran Fed­er­a­tion to The House of The People of The Terran Fed­er­a­tion for accep­tance or rejec­tion through E-Vote.

    Terran Fed­er­a­tion Sen­a­tors shall have the power to pro­pose Amend­ments to The Con­sti­tu­tional Treaty of Plan­e­tary Uni­fi­ca­tion of The Terran Fed­er­a­tion of The People of Earth, but all such Amend­ments, be they pro­posed by The First Cit­i­zen of The Terran Fed­er­a­tion, The Senate of The Terran Fed­er­a­tion, or The House of The People of The Terran Fed­er­a­tion, must be rat­i­fied or rejected by E-Vote of The House of The People.

    The activ­i­ties of The Senate of The Terran Fed­er­a­tion shall be mon­i­tored, and The Senate’s finan­cial books shall be audited, by The Super­vi­sory Ser­vice of The Terran Federation.

    Any vio­la­tion of the plan­e­tary laws and Con­sti­tu­tional Treaty of The Terran Fed­er­a­tion, by a Member of The Senate of The Terran Fed­er­a­tion, shall result in the impeach­ment of the accused Terran Fed­er­a­tion Sen­a­tor by a major­ity vote of the thir­teen member Super­vi­sory Ser­vice Com­mit­tee, the trial of the impeached Sen­a­tor before The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion, and an E-Vote to con­vict or acquit by The House of The People of The Terran Federation.

    Upon con­vic­tion by The People of Earth, the con­victed Terran Fed­er­a­tion Sen­a­tor shall be imme­di­ately removed from office and a spe­cial elec­tion, fol­low­ing a six-​week cam­paign, shall be held in the nation-​state of The Terran Fed­er­a­tion which the former Sen­a­tor rep­re­sented. The victor of the spe­cial elec­tion shall fill the vacant seat for the remain­der of the former Senator’s term.

    THE HOUSE OF THE PEOPLE OF THE TERRAN FEDERATION

    The Par­lia­ment of The Terran Fed­er­a­tion will be com­prised of Two Houses: The Senate of The Terran Fed­er­a­tion and The House of The People of The Terran Federation.

    The House of The People of The Terran Fed­er­a­tion shall be com­prised of all The People of Earth who are Cit­i­zens of The Terran Fed­er­a­tion, male and female, who have reached the Voting Age of Six­teen Years Old. Mem­bers of The House of The People shall have the right and the duty to govern them­selves through Plan­e­tary Direct-​Democratic Inter­net Vote or E-Vote.

    The House of The People of The Terran Fed­er­a­tion shall elect The First Cit­i­zen of The Terran Fed­er­a­tion through E-Vote.

    The House of The People of The Terran Fed­er­a­tion shall have the author­ity to approve or over­turn Plan­e­tary Exec­u­tive Orders of The First Cit­i­zen of The Terran Fed­er­a­tion through plan­e­tary ref­er­en­dum, in the form of an E-Vote, to be held no more than thirty days after the Plan­e­tary Exec­u­tive Order is issued.

    The Peace­keep­ing Powers Act shall empower The House of The People of The Terran Fed­er­a­tion to have the final author­ity over the deploy­ment of The Peace­keep­ers of The Terran Fed­er­a­tion and The Plan­e­tary Guard, in the form of an E-Vote, to be held no later than forty-​five days after The First Cit­i­zen of The Terran Fed­er­a­tion, acting as Commander-​In-​Chief of The Peace­keep­ing Forces of The Terran Fed­er­a­tion, orders deploy­ment of Plan­e­tary Peacekeepers.

    The House of The People of The Terran Fed­er­a­tion shall have final approval of all line-​items in The Annual Plan­e­tary Budget of The Terran Fed­er­a­tion and shall have the power to amend The Plan­e­tary Budget through addi­tion and dele­tion of line-​items.

    The House of The People of The Terran Fed­er­a­tion shall have the power to over­ride the line-​item veto of The First Cit­i­zen of The Terran Fed­er­a­tion, and thereby rein­state the line-​item into the final, bind­ing, and approved ver­sion of The Annual Plan­e­tary Budget of The Terran Fed­er­a­tion, through a seventy-​five per­cent E-Vote.

    The House of The People of The Terran Fed­er­a­tion shall make the final selec­tion of the Cit­i­zen of The Terran Fed­er­a­tion who is chosen from among the can­di­dates for any vacancy among the thir­teen mem­bers of The Selec­tive Ser­vice Com­mit­tee of The Terran Fed­er­a­tion and among the Thir­teen Mem­bers of The Super­vi­sory Ser­vice Com­mit­tee of The Terran Fed­er­a­tion through E-Vote.

    The House of The People of The Terran Fed­er­a­tion shall make the final selec­tion of all Jus­tices of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion, The Plan­e­tary Court of Jus­tice of The Terran Fed­er­a­tion, and The Plan­e­tary Trade Tri­bunal of The Terran Federation.

    The House of The People of The Terran Fed­er­a­tion shall serve as the plan­e­tary jury for the impeach­ment trial of any offi­cial of the plan­e­tary gov­ern­ment of The Terran Fed­er­a­tion who is impeached for wrong­do­ing by a major­ity vote of The Super­vi­sory Ser­vice Com­mit­tee of The Terran Fed­er­a­tion and shall deter­mine the final dis­po­si­tion of the case through an E-Vote of Guilty or Not Guilty.

    The House of The People of The Terran Fed­er­a­tion shall serve as the plan­e­tary jury for the crim­i­nal trial of any human being who is indicted for Crimes Against Human­ity or Crimes Against The Envi­ron­ment and is tried before The Plan­e­tary Court of Jus­tice of The Terran Federation.

    The House of The People shall deter­mine the final dis­po­si­tion of the case through an E-Vote of Guilty or Not Guilty.

    Upon the con­vic­tion of any human being for Crimes Against Human­ity or Crimes Against The Envi­ron­ment, The House of The People of The Terran Fed­er­a­tion, serv­ing as the plan­e­tary jury, shall deter­mine the fair and just pun­ish­ment, from three sen­tenc­ing pro­pos­als pro­vided by The Plan­e­tary Court of Jus­tice of The Terran Fed­er­a­tion, and shall impose the sen­tence that is the will of the major­ity of The People of Earth as deter­mined through E-Vote.

    The House of The People of The Terran Fed­er­a­tion shall serve as the plan­e­tary jury for any dis­pute con­cern­ing cor­po­rate prac­tices, global trade, and vio­la­tions of envi­ron­men­tal or workers’ rights brought before The Plan­e­tary Trade Tri­bunal of The Terran Fed­er­a­tion, through an E-Vote of Guilty or Not Guilty.

    Upon the con­vic­tion of any Nation-​State, Cor­po­rate Entity, or indi­vid­ual Cit­i­zen for improper cor­po­rate prac­tices, acts against global trade, or vio­la­tions of envi­ron­men­tal or workers’ rights, The House of The People of The Terran Fed­er­a­tion shall deter­mine a rea­son­able set­tle­ment of prac­tices and finan­cial resti­tu­tion, and/or fair and just pun­ish­ment of any offend­ers, from three set­tle­ments and/or pun­ish­ments pro­posed by The Plan­e­tary Trade Tri­bunal of The Terran Federation.

    The House of The People of The Terran Fed­er­a­tion may pro­pose plan­e­tary leg­is­la­tion, through E-Signatures gath­ered through Plan­e­tary Direct-​Democratic Inter­net Peti­tion total­ing not less than thirty-​three per­cent of the Cit­i­zen Mem­bers of The House of The People of The Terran Fed­er­a­tion, for debate in The Senate of The Terran Fed­er­a­tion and in The House of The People. Plan­e­tary leg­is­la­tion pro­posed by The House of The People, by The Senate, or by The First Cit­i­zen of The Terran Fed­er­a­tion shall be, fol­low­ing debate in The Senate and in The House of The People, rat­i­fied or rejected by The House of The People through E-Vote.

    The House of The People of The Terran Fed­er­a­tion shall have the power to pro­pose Amend­ments to The Con­sti­tu­tional Treaty of Plan­e­tary Uni­fi­ca­tion of The Terran Fed­er­a­tion of The People of Earth through E-Signatures gath­ered through Plan­e­tary Direct-​Democratic Inter­net Peti­tion total­ing not less than thirty-​three per­cent of the Cit­i­zen mem­bers of The House of The People of The Terran fed­er­a­tion, but all such Amend­ments, be they pro­posed by The First Cit­i­zen of The Terran Fed­er­a­tion, The Senate of The Terran Fed­er­a­tion, or The House of The People, must be rat­i­fied or rejected by The House of The People through E-Vote.

    THE JUDI­CIAL BRANCH

    The plan­e­tary judi­cial branch of The Terran Fed­er­a­tion of The People of Earth will be com­prised of three courts: The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion, The Plan­e­tary Court of Jus­tice of The Terran Fed­er­a­tion, and The Plan­e­tary Trade Tri­bunal of The Terran Federation.

    The courts and tri­bunal of The Terran Fed­er­a­tion of The People of Earth shall sit in plan­e­tary judi­cial ses­sion, year-​round, in perpetuity.

    THE PLAN­E­TARY SUPREME COURT OF THE TERRAN FEDERATION

    The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion shall inter­pret The Con­sti­tu­tional Treaty of Plan­e­tary Uni­fi­ca­tion of The Terran Fed­er­a­tion of The People of Earth, shall issue rul­ings and deci­sions on cases which raise con­sti­tu­tional issues, and shall be the final judi­cial author­ity on legal ques­tions impact­ing the People of Earth.

    The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion shall be the final court of appeal for all plan­e­tary civil and crim­i­nal cases which may help to deter­mine, define, clar­ify, and resolve an issue, point, or ques­tion of plan­e­tary con­sti­tu­tional law.

    The Chief Jus­tice of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion shall admin­is­ter the Oath of Office to The First Cit­i­zen of The Terran Fed­er­a­tion on the first day of Jan­u­ary of the year fol­low­ing his or her elec­tion by the People of Earth.

    The Chief Jus­tice of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion shall pre­side over any impeach­ment trial of The First Cit­i­zen of The Terran Fed­er­a­tion held in The Senate of The Terran Fed­er­a­tion before the Plan­e­tary Jury of The House of The People of The Terran Federation.

    The Chief Jus­tice of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion shall pre­side over the impeach­ment trial of any Terran Fed­er­a­tion Sen­a­tor held before the full Plan­e­tary Supreme Court and before the Plan­e­tary Jury of The House of The People of The Terran Federation.

    The Chief Jus­tice of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion shall pre­side over the impeach­ment trial of any Com­mit­tee Member or Admin­is­tra­tor of The Super­vi­sory Ser­vice of The Terran Fed­er­a­tion or The Selec­tive Ser­vice of The Terran Fed­er­a­tion held before the full Plan­e­tary Supreme Court and before the Plan­e­tary Jury of The House of The People of The Terran Federation.

    The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion shall be a nine-​member tri­bunal headed by a Chief Justice.

    The Chief Jus­tice of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion shall be elected, by E-Vote of The House of The People of The Terran Fed­er­a­tion, from among the Asso­ciate Jus­tices of The Plan­e­tary Supreme Court.

    The Chief Jus­tice of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion will be sworn into office by The First Cit­i­zen of The Terran Fed­er­a­tion on the first Tues­day fol­low­ing his or her elec­tion by the People of Earth.

    The Chief Jus­tice of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion will, upon being sworn into office by The First Cit­i­zen of The Terran Fed­er­a­tion, make the fol­low­ing oath of office:
    “I do solemnly swear that I will faith­fully serve the People of Earth through my exe­cu­tion of the office of Chief Jus­tice of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion and that to the best of my abil­ity I will pre­serve, pro­tect, and defend The Con­sti­tu­tional Treaty of Plan­e­tary Uni­fi­ca­tion of the Terran Fed­er­a­tion, so help me God and the People of Earth.”

    Unless his or her seat on the bench shall be vacated by death, ill­ness, or res­ig­na­tion, Plan­e­tary Supreme Court Jus­tices shall serve, and be lim­ited to, one ten-​year term of office.

    Vacan­cies on The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion shall be filled when The Selec­tive Ser­vice Com­mit­tee of The Terran Fed­er­a­tion shall send a list of ten can­di­dates to The First Cit­i­zen of The Terran Fed­er­a­tion. The First Cit­i­zen shall then narrow the list to three nom­i­nees. The list of three nom­i­nees shall be deliv­ered to the Judi­ciary Com­mit­tee of The Senate of The Terran Federation.

    The Judi­ciary Com­mit­tee of The Senate of The Terran Fed­er­a­tion shall hold hear­ings on the qual­i­fi­ca­tions of the three nom­i­nees for the vacancy on The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion and these hear­ings shall be broad­cast to the People of Earth over plan­e­tary satel­lite tele­vi­sion and over the plan­e­tary inter­net. The qual­i­fi­ca­tions of the three nom­i­nees shall be posted on the plan­e­tary inter­net for review by the People of Earth.

    The final selec­tion of the Cit­i­zen of The Terran Fed­er­a­tion chosen to fill the vacancy on The Plan­e­tary Supreme Court shall be made by E-Vote in The House of The People of The Terran Fed­er­a­tion on the tenth day after the con­clu­sion of the nom­i­na­tion hear­ing before the Judi­ciary Com­mit­tee of The Senate of The Terran Federation.

    Jus­tices of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion shall be sworn into office by The First Cit­i­zen of The Terran Fed­er­a­tion on the first Tues­day fol­low­ing their elec­tion by the People of Earth.

    Jus­tices of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion will, upon being sworn into office by The First Cit­i­zen of The Terran Fed­er­a­tion, make the fol­low­ing oath of office:
    “I do solemnly swear that I will faith­fully serve the People of Earth through my exe­cu­tion of the office of Jus­tice of The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion and that to the best of my abil­ity I will pre­serve, pro­tect, and defend The Con­sti­tu­tional Treaty of Plan­e­tary Uni­fi­ca­tion of The Terran Fed­er­a­tion, so help me God and the People of Earth.”

    THE PLAN­E­TARY COURT OF JUS­TICE OF THE TERRAN FEDERATION

    The Plan­e­tary Court of Jus­tice of The Terran Fed­er­a­tion shall hear all cases, and carry out all trials, of any human being who is indicted by The Plan­e­tary Grand Jury of The People of Earth for Crimes Against Human­ity and Crimes Against The Environment.

    The Plan­e­tary Court of Jus­tice of The Terran Fed­er­a­tion shall offer three sen­tenc­ing pro­pos­als for the con­sid­er­a­tion of the People of Earth, to be used to deter­mine the fair and just pun­ish­ment of all human beings con­victed of Crimes Against Human­ity and Crimes Against The Envi­ron­ment, and shall impose the sen­tence that is the will of the major­ity of the People of Earth as deter­mined by E-Vote of The Plan­e­tary Jury of The House of The People of The Terran Federation.

    The Plan­e­tary Court of Jus­tice of The Terran Fed­er­a­tion shall be a seven-​member tri­bunal headed by a Chief Justice.

    “I do solemnly swear that I will faith­fully serve the People of Earth, through my exe­cu­tion of the Office of Jus­tice of The Plan­e­tary Court of Jus­tice of The Terran Fed­er­a­tion, and that to the best of my abil­ity I will pre­serve, pro­tect, and defend The Con­sti­tu­tional Treaty of Plan­e­tary Uni­fi­ca­tion of The Terran Fed­er­a­tion, so help me God and The People of Earth.”

    THE PLAN­E­TARY TRADE TRI­BUNAL OF THE TERRAN FEDERATION

    The Plan­e­tary Trade Tri­bunal of The Terran Fed­er­a­tion shall hear all cases involv­ing dis­putes over cor­po­rate prac­tices and global trade.

    The Plan­e­tary Trade Tri­bunal of The Terran Fed­er­a­tion shall medi­ate trade dis­putes within The Terran Fed­er­a­tion includ­ing those which shall affect the entire Terran Fed­er­a­tion of The People of Earth, those which shall occur between Member States, those which shall occur between Member States and Cor­po­rate Enti­ties, and those which shall occur between Cor­po­rate Entities.

    The Plan­e­tary Trade Tri­bunal shall hear all trade-​related Class Action Suits filed by, or on behalf of, the Work­ers of The Terran Fed­er­a­tion, the Work­ers of a Member State of The Terran Fed­er­a­tion, the Work­ers of a Cor­po­rate Entity, the People of The Terran Fed­er­a­tion of Earth, or the People of a Member State of The Terran Fed­er­a­tion against Cor­po­rate Enti­ties, their own Member State, other Member States of The Terran Fed­er­a­tion, or The Terran Fed­er­a­tion of The People of Earth.

    The pro­posed set­tle­ments of all dis­putes and class action suits, heard by The Plan­e­tary Trade Tri­bunal of The Terran Fed­er­a­tion, which affect the entire Terran Fed­er­a­tion, shall be debated in both The Senate of The Terran Fed­er­a­tion and The House of The People of The Terran Fed­er­a­tion and shall be rat­i­fied or rejected by E-Vote in The House of The People.

    The pro­posed set­tle­ments of all dis­putes and Class Action Suits, heard by The Plan­e­tary Trade Tri­bunal of The Terran Fed­er­a­tion, which are lim­ited to spe­cific Member States and spe­cific Cor­po­rate Enti­ties shall be voted on by the People of the respec­tive Member States and by the Board of Direc­tors of the respec­tive Cor­po­rate Entities.

    The Plan­e­tary Trade Tri­bunal of The Terran Fed­er­a­tion shall con­duct all civil and crim­i­nal trials of Member States, Cor­po­rate Enti­ties, and human beings indicted by The Plan­e­tary Grand Jury for vio­lat­ing the Rights of Work­ers of The Terran Federation.

    The Plan­e­tary Trade Tri­bunal of The Terran Fed­er­a­tion shall offer three sen­tenc­ing pro­pos­als for the con­sid­er­a­tion of the People of Earth, to be used to deter­mine the fair and just pun­ish­ment of all of those con­victed of vio­lat­ing the Rights of Work­ers of The Terran Fed­er­a­tion, and shall impose the sen­tence that is the will of the major­ity of the People of Earth as deter­mined by E-Vote of The Plan­e­tary Jury of The House of The People.

    The Plan­e­tary Trade Tri­bunal of The Terran Fed­er­a­tion shall be a five-​member tri­bunal headed by a Chief Justice.

    The Chief Jus­tice of The Plan­e­tary Trade Tri­bunal of The Terran Fed­er­a­tion shall be elected, by E-Vote of The House of The People of The Terran Fed­er­a­tion, from among The Asso­ciate Jus­tices of The Plan­e­tary Trade Tribunal.

    The Chief Jus­tice of The Plan­e­tary Trade Tri­bunal of The Terran Fed­er­a­tion will, upon being sworn into office by The First Cit­i­zen of The Terran Fed­er­a­tion, make the fol­low­ing oath of office:

    Vacan­cies on The Plan­e­tary Trade Tri­bunal of the Terran Fed­er­a­tion shall be filled when The Selec­tive Ser­vice Com­mit­tee of The Terran Fed­er­a­tion shall send a list of ten can­di­dates to The First Cit­i­zen of The Terran Fed­er­a­tion. The First Cit­i­zen shall then narrow the list to three nom­i­nees. The list of three nom­i­nees shall be deliv­ered to The Judi­ciary Com­mit­tee of The Senate of The Terran Federation.

    The Judi­ciary Com­mit­tee of The Senate of The Terran Fed­er­a­tion shall hold hear­ings on the qual­i­fi­ca­tions of the three nom­i­nees for the vacancy on The Plan­e­tary Trade Tri­bunal of The Terran Fed­er­a­tion, which shall be broad­cast to the People of Earth over plan­e­tary satel­lite tele­vi­sion and over the plan­e­tary inter­net. The qual­i­fi­ca­tions of the three nom­i­nees shall be posted on the plan­e­tary inter­net for review by the People of Earth.

    The final selec­tion of the Cit­i­zen of The Terran Fed­er­a­tion chosen to fill the vacancy on The Plan­e­tary Trade Tri­bunal shall be made by E-Vote in The House of The People of The Terran Fed­er­a­tion on the tenth day after the con­clu­sion of the nom­i­na­tion hear­ings before The Judi­ciary Com­mit­tee of The Senate of The Terran Federation.

    Jus­tices of The Plan­e­tary Trade Tri­bunal of The Terran Fed­er­a­tion shall be sworn into office by The First Cit­i­zen of The Terran Fed­er­a­tion on the first Tues­day fol­low­ing their elec­tion by the People of Earth.

    The admin­is­tra­tion of The Selec­tive Ser­vice of The Terran Fed­er­a­tion shall be mon­i­tored, and the finan­cial books of The Selec­tive Ser­vice shall be audited, by The Super­vi­sory Ser­vice of The Terran Fed­er­a­tion.
    Any vio­la­tion of the plan­e­tary laws and Con­sti­tu­tional Treaty of The Terran Fed­er­a­tion shall result in the impeach­ment of the accused Terran Fed­er­a­tion Selec­tive Ser­vice Com­mit­tee Direc­tor by a simple major­ity vote of the Twelve Direc­tors and Sec­re­tary of The Super­vi­sory Ser­vice Com­mit­tee of The Terran Fed­er­a­tion, the trial of the impeached Terran Fed­er­a­tion Selec­tive Ser­vice Com­mit­tee Direc­tor before The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion, and an E-Vote to con­vict or acquit by The House of The People of The Terran Federation.

    Upon con­vic­tion by the People of Earth, the con­victed Selec­tive Ser­vice Com­mit­tee Direc­tor shall be imme­di­ately removed from office and a spe­cial elec­tion, fol­low­ing a six-​week cam­paign, shall be held to fill the vacant seat for the remain­der of the former Director’s term.

    THE SUPER­VI­SORY BRANCH

    The Super­vi­sory Branch of The Terran Fed­er­a­tion of The People of Earth will be com­prised of The Super­vi­sory Ser­vice of The Terran Federation.

    The Super­vi­sory Ser­vice of The Terran Fed­er­a­tion, func­tion­ing as the guardian of the integrity of the plan­e­tary gov­ern­ment of the People of Earth, and acting as an advo­cate of the People unto their plan­e­tary gov­ern­ment, shall oper­ate year-​round in perpetuity.

    The Super­vi­sory Ser­vice of The Terran Fed­er­a­tion shall have, on behalf of and in the name of the People of Earth, the power and author­ity to inves­ti­gate and mon­i­tor the activ­i­ties and audit the finan­cial books of the plan­e­tary gov­ern­ment of the People of The Terran Fed­er­a­tion, includ­ing The First Cit­i­zen of The Terran Fed­er­a­tion, The Senate of The Terran Fed­er­a­tion, and The Selec­tive Ser­vice of The Terran Federation.

    The Super­vi­sory Ser­vice of The Terran Fed­er­a­tion shall have the power and author­ity to receive Griev­ances and Peti­tions from the People of Earth and shall inves­ti­gate said Griev­ances and Peti­tions in order to deter­mine what steps the plan­e­tary gov­ern­ment of the People of The Terran Fed­er­a­tion may take to resolve all mat­ters for the great­est common good and in the best inter­est of the People.

    The Super­vi­sory Ser­vice of The Terran Fed­er­a­tion shall be man­aged under the admin­is­tra­tion of The Super­vi­sory Ser­vice Com­mit­tee of The Terran Federation.

    The Plan­e­tary Inde­pen­dent Coun­cil of The Super­vi­sory Ser­vice of The Terran Fed­er­a­tion shall be empow­ered to inves­ti­gate alle­ga­tions of wrong­do­ing by The First Cit­i­zen of The Terran Fed­er­a­tion, Sen­a­tors of the Terran Fed­er­a­tion, Direc­tors of The Selec­tive Ser­vice of The Terran Fed­er­a­tion, and any other elected, appointed, or hired offi­cial, civil ser­vant, or bureau­crat of The Terran Fed­er­a­tion of The People of Earth.

    Upon the com­ple­tion of the inves­ti­ga­tion of The Plan­e­tary Inde­pen­dent Coun­cil of The Super­vi­sory Ser­vice of The Terran Fed­er­a­tion, The Plan­e­tary Inde­pen­dent Coun­cil shall have thirty days to pro­vide a writ­ten report of his or her inves­ti­ga­tion and its find­ings to The Super­vi­sory Ser­vice Com­mit­tee of The Terran Federation.

    The Super­vi­sory Ser­vice Com­mit­tee of The Terran Fed­er­a­tion shall imme­di­ately release The Report of The Plan­e­tary Inde­pen­dent Coun­cil to the People of The Terran Fed­er­a­tion by post­ing it for exam­i­na­tion on the plan­e­tary inter­net.
    The Super­vi­sory Ser­vice Com­mit­tee of The Terran Fed­er­a­tion shall, by simple major­ity vote, within seven days of receiv­ing The Report of The Plan­e­tary Inde­pen­dent Coun­cil, either close the inves­ti­ga­tion with­out fur­ther action if the evi­dence against the accused party is found to be either insuf­fi­cient or excul­pa­tory, or shall impeach the party under inves­ti­ga­tion and shall deliver indict­ments, accord­ing to the spec­i­fi­ca­tions man­dated by The Con­sti­tu­tional Treaty of Plan­e­tary Uni­fi­ca­tion of The Terran Fed­er­a­tion of The People of Earth, to either The Senate of The Terran Fed­er­a­tion or The Plan­e­tary Supreme Court of The Terran Federation.

    The Super­vi­sory Ser­vice of The Terran Fed­er­a­tion shall have the power to receive Griev­ances and Peti­tions from the People of Earth, shall inves­ti­gate said Griev­ances and Peti­tions in order to deter­mine what steps the plan­e­tary gov­ern­ment of the People of The Terran Fed­er­a­tion may take to resolve them for the great­est good and in the best inter­est of the People.

    The rec­om­men­da­tion of The Super­vi­sory Ser­vice Com­mit­tee, accom­pa­nied by the Peoples’ Peti­tion, shall then be pre­sented, within seven days after the open meet­ing of The Super­vi­sory Ser­vice Com­mit­tee, to The First Cit­i­zen of The Terran Fed­er­a­tion and The Speaker of The Senate of The Terran Fed­er­a­tion, and shall be posted on the plan­e­tary inter­net for exam­i­na­tion by the People of Earth.

    The admin­is­tra­tion of The Super­vi­sory Ser­vice of The Terran Fed­er­a­tion shall be mon­i­tored, and the finan­cial books of The Super­vi­sory Ser­vice shall be audited, by an over­sight com­mit­tee of The Senate of The Terran Federation.

    In the event of any vio­la­tion of the plan­e­tary laws and Con­sti­tu­tional Treaty of The Terran Fed­er­a­tion by Direc­tors, appointed offi­cials, hired employ­ees, or civil ser­vants of The Super­vi­sory Ser­vice of The Terran Fed­er­a­tion, a report shall be deliv­ered by the Chair­per­son of The Super­vi­sory Ser­vice Over­sight Com­mit­tee of The Senate of The Terran Fed­er­a­tion to The Chief Jus­tice of The Plan­e­tary Supreme Court of The Terran Federation.

    The power to impeach or indict and place on trial any Direc­tors, appointed offi­cials, hired employ­ees, or civil ser­vants of The Super­vi­sory Ser­vice of The Terran Fed­er­a­tion shall reside with The Plan­e­tary Supreme Court of The Terran Fed­er­a­tion and an E-Vote to con­vict or acquit the impeached or accused shall be taken by The Plan­e­tary Jury of The House of The People of The Terran Federation.

    Our Plan­e­tary Anthem, like our Plan­e­tary Flag and our Plan­e­tary Cap­i­tal, must be selected through the col­lec­tive, con­scious choice of our plan­e­tary people.

    While I have been labor­ing over the vision of our plan­e­tary gov­ern­ment and as I have sought to give birth to The Terran Fed­er­a­tion within my own mind, my own heart, and in my own soul, I have often writ­ten to the accom­pa­ni­ment of one piece of music which might, by its melody, as it is com­posed entirely with­out words and the dif­fer­ence of lan­guage, pro­vide common inspi­ra­tion to the People of Earth.

  6. ISLAM AND PLAN­E­TARY PEACE

    My Broth­ers and Sis­ters,
    People of Earth,

    On Sep­tem­ber 11th, 2001, nine­teen ter­ror­ists killed 3,234 people from The United States of Amer­ica and seventy-​seven other countries.

    As an Amer­i­can con­vert to Islam and a Sufi stu­dent of aware­ness, I call upon the planet to avoid con­demn­ing the greater Muslim com­mu­nity along with these heretics, and I call upon the Mus­lims of Earth to speak out with one clear voice raised in oppo­si­tion to those who seek to hijack Islam and per­vert a sacred path of the heart with violence.

    Of Earth’s one bil­lion Mus­lims only eigh­teen per­cent are Arabs and of these Arabs only the twenty-​three mil­lion people of Arabia live under the state-​sponsored fas­cism of the Wahabi heresy.

    Under the oppres­sive con­di­tions which presently exist in Arabia it is no more pos­si­ble to mea­sure gen­uine pop­u­lar sup­port for the offi­cial ide­ol­ogy than it was to do so under the Tal­iban in Afghanistan.

    Al-​Saud rule in Arabia draws its strength from a two hun­dred and fifty-​year old alliance con­cluded between Muham­mad Bin Saud, ruler of Diriyah, and Muham­mad Bin ‘Abd Al-​Wahab, an out­lawed heretic who fell under Al-​Saud family pro­tec­tion. Through this alliance the Al-​Saud family rose and its total­i­tar­ian regime came to power in Sep­tem­ber 1932; a time in which fas­cist regimes also rose in Italy and Germany.

    The legit­i­macy which the Wahabi heretics and the Al-​Saud family seek to draw from Ara­bian cus­to­di­an­ship of the Ka’bah is an acci­dent of geo-​political his­tory. The sacred shrine in Mecca belongs to all of the planet’s Mus­lims and any stew­ard holds but tem­po­rary cus­tody main­tained only so long as this trust is hon­ored before Allah and all the Umma with Islamic integrity.

    In as much as the Al-​Saud family cod­dles the Al-​Qaeda suc­ces­sor of the Wahabi ikhwan or brethren, the stormtroop­ers of the Saudi fas­cist rev­o­lu­tion, and per­mits them to use the birth­place of the Prophet Mohammed, Peace and Bless­ings Be Upon Him, as a safe haven from which to take vio­lent global action, to wage hereti­cal fas­cist rev­o­lu­tion in vio­la­tion of true Islam, as long as the Mus­lims of Arabia are oppressed, the Al-​Saud family for­feits its man­date and calls into ques­tion the very legit­i­macy of its rule.

    In as much as the actions of the Al-​Saud family vio­late the basic tenets of Islam and its long tra­di­tion of tol­er­ance, des­e­crate the birth­place of the Prophet Moham­mad, Peace and Bless­ings Be Upon Him, the very soil upon which the Ka’bah rests, and prove ulti­mately harm­ful to the greater Plan­e­tary Umma of one bil­lion Mus­lims, then the greater Muslim Umma must unite, seek a regime change in Arabia, and thereby val­i­date the emer­gence of a true, con­tem­po­rary, plan­e­tary Islam through Muslim lib­er­a­tion of the Ka’bah from the Wahabi heresy.

    Fur­ther­more, World War III cannot be ended, and plan­e­tary uni­fi­ca­tion cannot be achieved, until there is peace in Jerusalem. The bil­lion people of the greater Muslim Umma, and the five bil­lion other people of Earth, must rec­og­nize that this is a plan­e­tary prob­lem. The united will and col­lec­tive influ­ence of Human­ity must join with the Israeli and Pales­tin­ian peo­ples to end the vio­lence, reach a just set­tle­ment, and con­clude a Treaty of Jerusalem.

    To ensure that Pales­tin­ian insti­tu­tions of civil soci­ety and the rule of law grow strong, to safe­guard Israeli and Pales­tin­ian secu­rity, to foster Israeli and Pales­tin­ian inte­gra­tion in the Middle East, both the State of Israel and the State of Pales­tine should be invited to join the Arab League and should be guar­an­teed mem­ber­ship in the EU-​style eco­nomic and polit­i­cal union which will take shape once peace has been achieved.

    Israel and Pales­tine should also, with the sup­port and approval of the entire Middle East and all of Earth, be invited to join NATO and NATO should sign-​on as a guar­an­tor of the Treaty of Jerusalem.

    It is in the greater plan­e­tary inter­est, includ­ing that of those Middle East­ern states which face their own fun­da­men­tal­ist fas­cist insur­gen­cies, that the ter­ror­ist infra­struc­ture in Pales­tine be per­ma­nently dis­man­tled. It is, how­ever, equally incum­bent upon the people of this planet to ensure that Israel is not left to act uni­lat­er­ally against a people whose national ter­ri­tory it occupies.

    The crisis in Israel and Pales­tine is a plan­e­tary flash­point which could lead to a wider con­fla­gra­tion, an expan­sion of the Third World War, and must be brought to an end through a fresh approach which not only builds upon the best ele­ments of the Oslo Frame­work, the Mitchell Report, the Camp David Pro­posal of 2000, and the Ara­bian Peace Plan, but also includes an imme­di­ate cease­fire; the rapid deploy­ment of United Nations mon­i­tors and peace­keep­ers to sep­a­rate the par­ties and under­take human­i­tar­ian relief efforts; tem­po­rary national lock­down of both Israel and Pales­tine; a super­vised and coor­di­nated with­drawal of Israeli Defense Forces from Pales­tine and their replace­ment through the addi­tional deploy­ment of a plan­e­tary con­tin­gent of United Nations peace­keep­ers from the Islamic nations, NATO, Russia, China, and others; a ref­er­en­dum vote on the final set­tle­ment by both the Israeli and Pales­tin­ian peo­ples; and super­vised demil­i­ta­riza­tion under a ten-​year, plan­e­tary, United Nations occu­pa­tion. Peace, so frag­ile in its begin­ning, must be per­mit­ted to take hold and all of Earth must guar­an­tee the Treaty of Jerusalem.

    The entire planet must assem­ble a mas­sive eco­nomic aid pack­age to be deliv­ered to Pales­tine, Israel, and the entire Middle East upon the imple­men­ta­tion of the Peace of Jerusalem. The work­ing people on the street must be made to feel the imme­di­ate eco­nomic and social ben­e­fits which are the great­est force for unity, rec­on­cil­i­a­tion, heal­ing, and a new beginning.

    The Holy Land is a place of pow­er­ful nat­ural beauty. Pil­grim­age, tourism, and recre­ation should sus­tain the econ­omy of Israel and Pales­tine, but their poten­tial will only be real­ized in peace.

    Jerusalem is a plan­e­tary city; a spir­i­tual, cul­tural, and his­tor­i­cal trea­sure which belongs to all Human­ity. It must be a demil­i­ta­rized zone where all weapons are for­bid­den and secu­rity main­tained under joint Israeli-​Palestinian admin­is­tra­tion, and held in trust for all of Earth.

    Arabia has been, when eth­i­cally and legit­i­mately gov­erned, the tra­di­tional pro­tec­tor of Mecca and Medina and the guar­an­tor of the Peace of the Hajj. Pales­tine should become the pro­tec­tor of Haram Al-​Sharif, the Noble Sanc­tu­ary, and the guar­an­tor of the Peace of Jerusalem.

    In accor­dance with the long tra­di­tion of hos­pi­tal­ity in Islam, pil­grims of all faiths, from all of Earth, must be accorded both safe pas­sage and unhin­dered access to their holy places.

    On the Noble Sanc­tu­ary that is the Temple Mount in Jerusalem, the Far­thest Mosque, Al-​Aqsa, should be retained for Mus­lims making salat, but the bil­lion people of the greater Muslim Umma should offer up Qubbat al-​Sakhra, The Dome Of The Rock, as an archi­tec­tural jewel belong­ing to all Human­ity, to serve as a spir­i­tual shrine con­se­crated to one­ness, peace, and love: The Plan­e­tary Temple Of The Age Of Plan­e­tary Unification.

    The Holy Qur’an states: “Mankind is a single nation.” (2:213)

    My Broth­ers and Sis­ters,
    People of Earth,

    WE ARE ONE. Earth is our common home. The new cen­tury, the new mil­len­nium, the new age, is a time for new begin­nings. The moment has come for the sons and daugh­ters of Earth to look around at the world we have made and the civ­i­liza­tion we have built, to ask where we wish to be at the end of the new cen­tury, at the end of the new mil­len­nium, and to con­sider the indi­vid­ual and col­lec­tive steps which are needed to bring about last­ing plan­e­tary peace.

    Last­ing plan­e­tary peace is ours for the having, but we, the people of Earth, must be the ones to achieve it. World War III will be the last war. Through it our planet will awaken and our people will unite. We will make it happen. Let us believe this because through belief comes strength and through strength our planet will be reborn.

    As we look ahead to the future, as we dare to envi­sion the world our chil­dren will inherit, a global renais­sance, an age of illu­mi­na­tion, founded upon plan­e­tary uni­fi­ca­tion, becomes pos­si­ble. For this dream to become a real­ity, each and every cit­i­zen of Earth is called into ser­vice. Each of us has some­thing to con­tribute. We must save ourselves.

  8. PLAN­E­TARY UNIFICATION

    People of Earth,

    Plan­e­tary uni­fi­ca­tion is inevitable. Eco­nomic forces unleashed by the emer­gence of the global econ­omy and the world wide web’s rev­o­lu­tion­ary impact on every aspect of human soci­ety will bring about de facto uni­fi­ca­tion within the life­time of the first inter­net gen­er­a­tion. The cen­tral ques­tion of our time is not whether plan­e­tary uni­fi­ca­tion will take place, but in what manner. Who will orga­nize plan­e­tary uni­fi­ca­tion? How long will it take? What will the system of plan­e­tary gov­ern­ment look like? Who will hold power on a uni­fied planet?

    Who decides? We do.

    The first choice of our plan­e­tary people is between action and inac­tion, between deci­sion and inde­ci­sion. Inac­tion is still an action. Inde­ci­sion is still a deci­sion. Inac­tion and inde­ci­sion are an abdi­ca­tion of the rights and power, the very free­dom, for which the people of Earth have strug­gled and died over the last two hun­dred years.

    The World Trade Orga­ni­za­tion is stepping-​in to fill the void cre­ated by our lack of plan­e­tary gov­ern­ment. The bureau­crats of the WTO have assumed the exec­u­tive, leg­isla­tive, and judi­cial powers which true plan­e­tary gov­ern­ment ought to have, but which have never even been granted to the United Nations, and which by right should only be given to any world body by pop­u­lar man­date through the con­scious par­tic­i­pa­tion of the people of Earth.

    Con­ven­ing behind closed doors in Geneva, Switzer­land, three rep­re­sen­ta­tives of the WTO meet in camera - - in closed ses­sion with­out press or public par­tic­i­pa­tion - - and hand down rul­ings on mat­ters of trade which affect all of Earth. The WTO’s rul­ings may over­ride the national laws, envi­ron­men­tal reg­u­la­tions, and worker pro­tec­tions of sov­er­eign and inde­pen­dent nation-​states, with the only cri­te­ria being what is con­sid­ered to be in the best inter­ests of global free trade and eco­nomic policy, and with fines and eco­nomic sanc­tions wielded as weapons to bring resist­ing nation-​states into full com­pli­ance; with­out recog­ni­tion of the real­ity that envi­ron­men­tal pro­tec­tion and the rights of work­ers are eco­nomic con­cerns on a planet which is ONE.

    WTO admin­is­tra­tors have no con­flict of inter­est rules to place their deci­sions beyond the undue influ­ence and finan­cial power of multi-​national cor­po­ra­tions. No checks and bal­ances exist to restrain the absolute, anti-​democratic power of the WTO autoc­racy. The deci­sions of the WTO are final and binding.

    Con­cerned cit­i­zens seek­ing to act on behalf of the inter­ests of the people of Earth have no mech­a­nism to file briefs with, or pro­vide direct input to, the WTO decision-​makers.

    We live in a rev­o­lu­tion­ary time in which every­thing about our soci­ety - - the way in which we do busi­ness, edu­cate our­selves, relate to one another, and live our daily lives - - is about to change. This trans­for­ma­tion is being brought about by the plan­e­tary col­lec­tive con­scious­ness emerg­ing on-​line and the abil­ity of the inter­net to mag­nify human cre­ativ­ity. The internet’s true poten­tial has not been real­ized and the full force of its power has yet to be tapped.

    It is not the infor­ma­tion age that we have entered, but the age of the idea and the era of the imag­i­na­tion. Tremen­dous wealth is being gen­er­ated, ever greater and more rapid leaps of sci­ence, tech­nol­ogy, and med­i­cine are being achieved, and the human race is becom­ing more effi­cient, more cre­ative, more aware, and more inter­con­nected with every pass­ing day. Our people are orga­niz­ing and net­work­ing, reach­ing through cyber­space to touch, to embrace, broth­ers and sis­ters around the planet, bypass­ing old ways and out­dated sys­tems to forge new coali­tions and alliances out­side of the tra­di­tional socio-​economic and polit­i­cal power struc­ture. Whereas the reins of gov­ern­ment and the econ­omy have always been held in the hands of the few, the new mil­len­nium brings the empow­er­ment of the many.

    The power of the idea, mag­ni­fied by the tool of the plan­e­tary inter­net, is bring­ing about the restruc­tur­ing of our schools, our work­places, our finan­cial insti­tu­tions, our sci­ence and tech­nol­ogy, our art, our music, our cul­ture, our home life, and the way in which we view our­selves, our world, and our place in it. The new age rewards the inno­v­a­tive vision­ar­ies who dare to color out­side of the lines, dream great dreams, and think in bold, pro­gres­sive, and new ways.

    The time has come for us to turn our atten­tion to the way in which we govern our­selves and dare to con­ceive of a plan­e­tary system of gov­ern­ment which uses twenty-​first cen­tury com­mu­ni­ca­tions tech­nol­ogy to better reflect the soci­ety in which we live, the people we have become, and the people we wish to be.

    We, the people of Earth, must step for­ward in unity, lib­erty, equal­ity, and fra­ter­nity, must raise our voices as the people of Amer­ica did in 1776, as the people of France did in 1789, as the people of Cen­tral and South Amer­ica did in the early 1800s, as the people of Cen­tral Europe and China did in 1989, and the people of Russia did in 1991. We must dis­cuss dif­fer­ent con­cep­tions of, and build momen­tum for, a plan­e­tary gov­ern­ment which places the people of Earth in con­trol of the people’s own des­tiny and we must “institute new government” … “deriving just powers from the con­sent of the governed” … which not only secures our “unalienable rights” to “life, lib­erty, and the pur­suit of happiness”, but which is also capa­ble of resolv­ing the prob­lems which are bur­den­ing our people and destroy­ing our planet.

    We, the people Earth, must begin this task and lead the way. This process, assem­bling the hub around which plan­e­tary uni­fi­ca­tion shall be built, must be ini­ti­ated through the con­scious and delib­er­ate par­tic­i­pa­tion of our cit­i­zens and when com­pleted must be sub­mit­ted for pop­u­lar approval at the ballot box. Now. In this generation.

  9. OUR BIOS­PHERE MAKES US ONE

    People of Earth,

    Even as our global econ­omy joins us together, even as our tech­nol­ogy enables the fusion of our sep­a­rate soci­eties and national cul­tures into a plan­e­tary civ­i­liza­tion, our envi­ron­men­tal bios­phere makes us already ONE.

    Human­ity is part of nature, not sep­a­rate from it, and we are given not domin­ion, but the cus­to­di­an­ship of care­tak­ers. We are entrusted with the respon­si­bil­ity of con­sci­en­tious stew­ard­ship, of guardians, to whom falls the oblig­a­tion of pre­serv­ing the nat­ural won­ders and the del­i­cate life-​giving bal­ance of the planet we have inher­ited until it is time to pass this living world on to the next generation.

    The on-​going destruc­tion of our global ecosys­tem is the great­est threat facing our people. The poten­tial col­lapse of the space­ship Earth’s life-​support system, as evi­denced by the deple­tion of the ozone layer, global cli­mate change, defor­esta­tion, and mass extinc­tion, is the Sword of Damo­cles hang­ing over the head of every man, every woman, and every child on Earth.

    Earth is one living body with global cir­cu­la­tory and res­pi­ra­tory sys­tems. Any­thing which affects a single part of the bios­phere affects all other parts. Any human action which impacts one aspect of the envi­ron­ment, which cre­ates stress on one seg­ment of this closed, inter­con­nected plan­e­tary life-​support system, stresses and alters the entire system. Each major crisis of destruc­tion and neg­a­tive change rein­forces and increases the momen­tum of all others.

    Many will pick up the call for plan­e­tary uni­fi­ca­tion in the coming years and will begin to iden­tify and warn of the threats facing our people, but let me clearly state that human­ity now faces the pos­si­bil­ity of extinc­tion before our children’s gen­er­a­tion reaches the end of its nat­ural time on Earth. We are fast approach­ing what the late oceanog­ra­pher Jacques-​Yves Cousteau called “a moment of no recovery”. For the first time in his­tory we have the power to destroy the life-​support system of planet Earth through our own inaction.

    How will human­ity sur­vive if a life­less ocean and mas­sive crop fail­ure from ozone deple­tion and global cli­mate change, if altered tem­per­a­ture, ocean cur­rents, wind direc­tion, rain­fall, and increased levels of ultra­vi­o­let radi­a­tion trig­ger a final, dev­as­tat­ing, world­wide famine?

    How will a planet that is not polit­i­cally, eco­nom­i­cally, and socially uni­fied, where we, the people of Earth, have not taken direct con­trol over our own des­tiny and the future of our chil­dren, muster the mas­sive resources and col­lec­tive will to take the imme­di­ate coor­di­nated plan­e­tary action which is needed to pre­vent the extinc­tion of humanity?

    How will nation-​states which are divided over reli­gious, polit­i­cal, philo­soph­i­cal, racial, and cul­tural dif­fer­ences, which are ignor­ing the pri­macy of our common biol­ogy and joint human des­tiny, which are already squan­der­ing the nat­ural resources of our planet, the riches of our people, and the birthright of our unborn descen­dents on the $900 bil­lion spend glob­ally, each year, on arma­ments while forty mil­lion of our people die of hunger each year and forty thou­sand of our chil­dren under the age of five starve to death every single day, react to plan­e­tary famine, to bil­lions of refugees wan­der­ing across the sur­face of a planet which is rapidly becom­ing uninhabitable?

    Only the uni­fi­ca­tion of the West, hemi­spheric Union between the West and the Russ­ian Fed­er­a­tion, allied plan­e­tary action to bring a deci­sive end to World War III and last­ing global peace, order, and secu­rity, imme­di­ately fol­lowed by direct, com­pre­hen­sive, and irre­versible plan­e­tary uni­fi­ca­tion, will pre­vent World War III from becom­ing a final World War over food and clean water, a ter­ri­ble twi­light strug­gle in which the human race com­mits sui­cide with weapons of mass destruction.

    These eco­log­i­cal threats, when com­bined with the social and eco­nomic prob­lems which keep our people enchained in the slav­ery of poverty, add up to an equa­tion whose only solu­tion is plan­e­tary uni­fi­ca­tion. As long as a single one of our chil­dren remains hungry, as long as a single one of our broth­ers and sis­ters remains enchained in the slav­ery of poverty, we are not free.

    We must leave behind a planet that is uni­fied and at peace, where the $900 bil­lion spent each year on arma­ments around the globe are, instead, used to create a planet where every child is fed, clothed, and housed; guar­an­teed eco­nomic and social secu­rity; is pro­vided free, life-​long, equal access to edu­ca­tion; is able to rise with­out exter­nal lim­i­ta­tion to the level of his or her truest talent and deep­est dream; is able to live with­out prej­u­dice and dis­crim­i­na­tion accord­ing to his or her high­est truth and is free to seek that truth and to define the pur­pose and direc­tion of his or her life, the very mean­ing of his or her exis­tence, accord­ing to the dic­tate and free exer­cise of indi­vid­ual con­science; and is able to grow with an open­ing heart in love, inner peace, and wisdom on a planet healed and whole.

    When the last member of this gen­er­a­tion passes from this phys­i­cal life, let he or she rest peace­fully in the knowl­edge that the stars of the night sky await the sons and daugh­ters of a uni­fied human­ity who will rise from this planet to spread enlight­ened civ­i­liza­tion out into our solar system and beyond.

  10. PLAN­E­TARY AWAKENING

    My Broth­ers and Sis­ters,
    People of Earth,

    It is only in chang­ing our­selves that our world will change.

    No exter­nal change in polit­i­cal or eco­nomic sys­tems, even plan­e­tary uni­fi­ca­tion, no exter­nal achieve­ment, even vic­tory in World War III, will bring peace, order, and secu­rity to Earth unless the exter­nal vis­i­ble change is matched by the hidden inner trans­for­ma­tion brought about as our people seek and find peace within through an open­ing of the heart.

    The solu­tion is one of indi­vid­ual respon­si­bil­ity. We must dare to take respon­si­bil­ity for every moment of our exis­tence. By reshap­ing our atti­tudes we will reshape our lives. Each moment counts. Every thought, every word, every action makes us who and what we are and every person we touch ever after will be affected by the choices we make here and now. If we shat­ter one life, crush one spirit, we wound all human­ity and if we uplift one person we uplift the world. As we learn, the world learns with us, and if we no longer remem­ber, the world will forget.

    By encour­ag­ing our chil­dren and our plan­e­tary people to be account­able we build our soci­ety on a foun­da­tion of human duties to com­ple­ment, com­plete, and bal­ance human rights. It is our duty to care. Apathy breeds igno­rance. Igno­rance brings poverty of spirit. Poverty of spirit is the destroyer of hope.

    Our choices are lim­ited. We, the people of Earth, can awaken and take con­trol of our des­tiny or we can watch help­lessly as our chil­dren suffer and our planet dies. The hour is late, but it is not too late.

    Moment by moment, hour by hour, day by day, let us come to terms with our past, let us be rec­on­ciled with our present, and let us be con­fi­dent of our future; let us test our courage, let us strengthen our pur­pose, let us deepen our faith.

    Aware of our tal­ents and poten­tial, let each of us grow, every day, better and stronger, and let us over­come all lim­i­ta­tions by living in accor­dance with our high­est truth.

    Seek­ing peace within our­selves, with each other, and with the world around us, let us end the divi­sion of our people, dispel the illu­sion that human­ity is sep­a­rate from nature, and thereby heal our planet.

    It is not our work to save the world, but to help our world save itself, and if we only suc­ceed in chang­ing our­selves, our world, too, will change. The change will come when each person real­izes the power of the indi­vid­ual to make a dif­fer­ence. The world grows in small steps and each of us, in our own minds, in our own hearts, and in our own lives, shapes the world around us.

    The truly impor­tant things in life can’t be touched with our hands, but must be felt in our hearts. We have the power to uplift or tear-​down every person we meet. Home, family, neigh­bor­hood, and com­mu­nity are the things that last.

    Love is the glue that binds us all together. Love enables us to real­ize, to feel, to know, our one­ness with each other and with all things. Love is the sponge that can soak up the hatred and mis­trust in the world, trans­form­ing our inner selves into a force for heal­ing and renewal. With­out love human­ity will be no more alive than its machines. All of the things that this gen­er­a­tion has yet to dream and do may one day be long for­got­ten, but if person-​to-​person we passed on the living legacy of love, one­ness, and com­mu­nity, we will live in those who walk this world or beneath a far­away star a thou­sand gen­er­a­tions from now.

    We must redis­cover that the rela­tion­ship of family is the basic build­ing block of the com­mu­nity and of soci­ety. Only the family can instil in our chil­dren the firm foun­da­tion of char­ac­ter and self-​confidence which will enable them to build a life of love, peace, hap­pi­ness, and suc­cess. It is the role of family to edu­cate and guide the young, to give them the social mores and living skills which are nec­es­sary for sur­vival, and to create an envi­ron­ment of eco­nomic and emo­tional secu­rity through shared inter­de­pen­dence and love. Although the very fabric of soci­ety changes as its atti­tudes and cir­cum­stances develop, the role of family remains unal­tered. There must be one clear point of ref­er­ence and unity for the indi­vid­ual strug­gling with the tidal wave of accel­er­ated change. If the family, our children’s first intro­duc­tion to, and model for, living, cannot pro­vide it, then human­ity faces the day in which it will wit­ness the unrav­el­ing of its very essence. The domi­noes of family, neigh­bor­hood, com­mu­nity, and our plan­e­tary soci­ety will stand or fall in as much as family endures.

    If we, the people of Earth, as indi­vid­u­als and fam­i­lies, find heal­ing and renewal, that flame will strengthen and take hold within our neigh­bor­hoods and nations. If we remain com­mit­ted to making the dif­fer­ence by chang­ing one thought, one con­ver­sa­tion, one life at a time … remain com­mit­ted to living and learn­ing from life’s center, this pre­cious present moment, with love in our open­ing hearts and upon our lips … the peace­ful force of our com­mu­nion will ripple out to touch the spirit of our planet and will truly light the world.

  11. A NEW BEGINNING

    People of Earth,

    Every moment is a new begin­ning. All we have to do is believe, try, and change our minds. Change our minds and we change our lives.

    Change our lives and we change our planet. The new mil­len­nium and World War III are not signs of the end of the world, but only its rebirth.

    We must seek to raise the aware­ness of our people, edu­cate our chil­dren, and facil­i­tate a plan­e­tary dis­cus­sion of:

    The need for plan­e­tary uni­fi­ca­tion sup­ported by a man­date from the people of Earth as expressed through free, demo­c­ra­tic plebiscites in every nation-​state; autho­rized by a major­ity vote of The Gen­eral Assem­bly of The United Nations; nego­ti­ated through the con­ven­ing of a plan­e­tary con­sti­tu­tional con­ven­tion to draft The Con­sti­tu­tional Treaty of Plan­e­tary Uni­fi­ca­tion of The Terran Fed­er­a­tion of The People of Earth; and estab­lished through the for­ma­tion of The Terran Federation.

    The need for com­plet­ing the world-​wide infra­struc­ture of the plan­e­tary inter­net and elim­i­nat­ing the dig­i­tal divide between rich and poor by pro­vid­ing com­plete, com­pre­hen­sive, equal, and free global wire­less access to the plan­e­tary inter­net at every socio-​economic level of Earth’s population.
