People of Earth,

As 2003 dawns, a nuclear war of words between India and Pakistan including statements on January 7th from Indian Defense Minister George Fernandes that India could “take a bomb or two or more … but when we respond there will be no Pakistan … it would cease to exist” and Pakistani Information Minister Sheikh Rashid Ahmed’s January 8th warning that “India will be taught an unforgettable lesson if they ever launch a nuclear attack on Pakistan … our response will be a historic lesson for them if they used the nuclear option.”, reminds us that the crisis in Kashmir, like the crisis in Iraq and the crisis in Korea, is a planetary flashpoint which could trigger a nuclear conflagration and a widening of the Third World War through the use of Weapons of Mass Destruction.

Like the unrest in Israel and Palestine, the Kashmir situation endangers all of Humanity at a time when Earth must unite to end World War III and achieve planetary unification. It is a face-off between Muslims and Hindus; the Kashmir separatist movement and the territory’s position in relation to the border of the restless Chinese Muslim province of Xinjiang draws the strategic interest of China; the hijacking of the Kashmiri independence movement by fundamentalists from Afghanistan, Pakistan, and members of the Al-Qaeda brotherhood of Wahabi heretics directly involves The United States of America and The Planetary Coalition Against Terrorism. With showdowns also looming in Iraq and Korea, Earth now faces the greatest threat of nuclear war since the Cuban Missile Crisis of 1962.

Nationalist squabbles over territorial division and Lines of Control are obsolete and counter-productive in the era of the Internet, the global economy, and planetary unification. The true danger in these crises is that of August 1914: a slippery slope to an explosion of violence. The central question is: Will millions of children in India and Pakistan, in Iraq, in Korea or Japan, be maimed, burned, orphaned, and killed in a nuclear war?

In considering only the face-off between India and Pakistan,
U. S. Defense Intelligence Agency estimates of seventeen million casualties in a South Asian nuclear war, including twelve million deaths and five million injuries, count only the immediate human toll at the scene of the Crime Against Humanity; they do not begin to calculate the planetary ecological, economic, and social repercussions, nor do they reflect the nuclear genocide that might follow in a holocaust of violence when after nearly sixty years the use of atomic weapons is no longer unthinkable.

Scientific studies of nuclear war, conducted during the 1980’s, concluded that a nuclear winter could be triggered from an atomic exchange totaling one hundred megatons. The
ten-megaton combined arsenal of India and Pakistan is far beneath this threshold, but common sense dictates that if the explosion of a single volcano can impact global climate, alter patterns of weather, wind, and rainfall, affect temperature and harvests, a limited nuclear exchange would still have a far-reaching impact upon Earth’s biosphere and dire consequences for the economic and social systems, the planetary human civilization, which is dependent upon it.

The most imminent threat of nuclear war since October of 1962 should properly be seen as part of a larger planetary crisis which includes not only Iraq, Korea, and Kashmir, but also recent concern in the United States and around the world over the likelihood of nuclear terrorism and efforts by Al-Qaeda to acquire nuclear weapons; the proliferation of chemical and biological Weapons of Mass Destruction and the threat of their terrorist use; and the unspoken danger posed by the development and deployment of genetic Weapons of Mass Destruction. All should serve as a wake-up call for this generation: World War III might neutralize the short-term danger posed by Earth’s terrorist infrastructure and those national governments which support it, but only planetary unification, coupled with a Nuclear Weapons Convention for the phased elimination of all nuclear weapons, will remove the atomic Sword of Damocles hanging over the heads of our children.

The national governments of all acknowledged and unacknowledged nuclear powers, including not only Korea, Iraq, Israel, Pakistan, and The United States, but also Russia, China, The United Kingdom, and France, must now assure their own people, each other, and the planet, that they will not rattle the nuclear saber; that they will not be the first to unsheathe atomic fire since Hiroshima and Nagasaki; through an immediate public commitment to the Doctrine of No First Use.

A No First Use Treaty, negotiated between, and signed by, all of Earth’s nuclear-armed nation-states, is a vital first step on the road to a Nuclear Weapons Convention and supervised planetary nuclear disarmament. The United States of America and The Russian Federation cannot be a moral force in the peaceful diplomatic resolution of the Iraqi, the Korean, or the Kashmiri crises unless they build upon their recent arms control pact by issuing an immediate joint declaration of their own mutual, unequivocal adherence to the Doctrine of No First Use and their solid commitment to a No First Use Treaty.

The greater planetary crisis, Weapons of Mass Destruction, requires that an expanded No First Use Treaty regarding all such weapons be negotiated under United Nations sponsorship and signed by every nation-state of Earth. Future generations will consider the design, construction, deployment, or use of any Weapons of Mass Destruction to be Crimes Against Humanity, but it is naive to think that we will reach their comprehensive and universal abolition prior to the stable and secure peace of planetary unification. What is needed is a new pact: received, embraced, and enshrined as sacred planetary law never to be broken; the consequences of its violation being too terrible to even contemplate; sealed in the certain knowledge that any violators would find the entire planet allied against them through immediate and decisive action by The United Nations and The International Criminal Court.

In addition to the Indian-Pakistani joint declaration of No First Use, the Kashmiri flashpoint requires: an immediate and comprehensive cease-fire along the Line of Control and the entire Indian-Pakistani border; the establishment of a nuclear “hot line” for direct communication between the leaders of India and Pakistan; a joint declaration of mutual intent to freeze in place the mobilization and deployment of military forces; a joint declaration of mutual intent to join with The United States of America and The Planetary Coalition against Al-Qaeda and the global terrorist infrastructure; a joint declaration accepting United Nations monitors and planetary peacekeepers to separate the parties and provide humanitarian relief; joint backing and support for an international force of planetary peacekeepers to lockdown Kashmir, eradicate the Al-Qaeda and terrorist infrastructure, and end cross-border attacks into India; a joint declaration of mutual intent to engage in negotiations over the future of Kashmir on the basis of popular self-determination, to be expressed through a referendum of the people of Kashmir on federation with Pakistan, federation with India, or complete independence.

The United Nations has recently warned that the people of Earth face thirty years in which increasing natural disasters and environmental degradation will endanger humanity. Upon the signing of the Rome Declaration which created the NATO-Russia Council in May 2002, Vaclav Havel, former President of The Czech Republic, cautioned against creating “the impression that the more affluent Northern Hemisphere is uniting at the expense of the Southern Hemisphere” and urged that “one way or another, the entire planet should move toward unity.”. The national governments of Earth spend nine hundred billion dollars per year on weapons even as forty thousand of our children under the age of five starve to death every single day and forty million of our brothers and sisters die of hunger each year. The end of World War III, the peace, order, and security of planetary unification, will not be achieved until ignorance, poverty, hunger, and oppression, the root causes of terrorism and war, are defeated.

AN UNDECLARED THIRD WORLD WAR

My Brothers and Sisters, People of Earth,

America is fighting an undeclared Third World War.

Engaged worldwide, on every economic, social, political, and military front, against the Wahabi heretics and planetary criminals of Al-Qaeda, America now faces nearly simultaneous, successive wars in Iraq and Korea.

We, the People of The United States of America, must not be blindly led or silenced, but must now actively ask not whom we are fighting against, but what we are fighting for.

The Civil War was The War To End Slavery. World War I was The War To End All Wars. World War II was The War To Make The World Safe For Democracy.

This global struggle has economic and social ramifications around the planet. The future of all Earth’s children, not just American children, Iraqi children, Korean children, Indian children, Pakistani children, Afghani children, Palestinian children, or Israeli children is at stake.

Many of our planet’s children are seeds which are falling on ground that can yet be made fertile, but if left untended they will only grow into the hijackers of tomorrow.

America must be prepared for the long years ahead. World War III is unlike any conflict in history. We must recognize The War Against Terrorism And Weapons Of Mass Destruction for what it really is: The War Of Planetary Unification.

There is no capital we can conquer, no territory we can occupy, and declare that victory has been won.

The global outlaws who attack free and enlightened planetary civilization will only stop coming when the last of their number have been incarcerated or eliminated, but defeating Al-Qaeda, the latter-day ikhwan or brotherhood of Wahabi heretics spreading a fascist, false Islam, does not change the fact that billions of poor and impoverished children face a life sentence of poverty and despair. This conflict will not be decided by clash of arms alone.

World War III must also be a global economic, political, philosophical, social, and moral struggle against the causes of war. What we fight for, how we fight, who we fight with, and who ultimately wins and holds power will determine whose planetary unification will shape and govern the world of our children’s children.

Is it to be American corporate globalization imposed and maintained by American military, economic, and media domination, or e-democratic planetary unification negotiated by the free people of Earth and maintained through a strengthened United Nations?

A new United Nations Center, rising from the ruins of Ground Zero, the very site where World War III began on September 11th, 2001, would be both a symbol of renewed American commitment to a planetary resolution, a planetary solution, to the planetary issues which truly caused and perpetuate the war, and a rejection of the unilateral imperial hubris which threatens to tarnish our nation in the eyes of the People of Earth.

American will and resolve must be clear, but our purpose and our effort must be harnessed to planetary action through the United Nations.

If the government of a nation-state oppresses its own people, that nation-state must be excluded from outside assistance, from trading in the global economy, and from planetary unification.

If the government of a nation-state gives aid, comfort, or shelter to any terrorist individual or organization, or arms such criminals with either conventional weapons or Weapons of Mass Destruction; if that government commits genocide or wages aggressive war; if that government threatens its neighbors with Weapons of Mass Destruction, then that government must be removed from power through United Nations action; its leaders must be arrested by United Nations Peacekeepers of the Planetary Coalition; its leaders must be indicted, tried, convicted, and sentenced by the International Criminal Court, and that nation-state must be administered as occupied United Nations Trust Territory until any humanitarian crisis is ended, free elections are held, the economic and social infrastructure is repaired, and civilization under the rule of law is restored.

With conscious purpose, with steadfast determination, with vision, bravery, and hope, we will end World War III, we will achieve planetary unification, and an awakened, enlightened, and free Humanity will found a new planetary civilization upon the peace, order, and security of a new age.

We have it in our power to begin the world again. Human survival depends upon it.

World War III will end in planetary unification or planetary extinction.

We must seek to raise the awareness of our people, educate our children, and facilitate a planetary discussion of:

The need for planetary unification supported by a mandate from the people of Earth as expressed through free, democratic plebiscites in every nation-state; authorized by a majority vote of The General Assembly of The United Nations; negotiated through the convening of a planetary constitutional convention to draft The Constitutional Treaty of Planetary Unification of The Terran Federation of The People of Earth; and established through the formation of The Terran Federation.

The need for completing the world-wide infrastructure of the planetary internet and eliminating the digital divide between rich and poor by providing complete, comprehensive, equal, and free global wireless access to the planetary internet at every socio-economic level of Earth’s population.

The need for e-democracy, true direct democracy on the internet, and a planetary evolution, through a series of constitutional reforms in every nation-state, from autocratic, oligarchic, and republican systems of government to popular democratic administration by citizen-legislators, the people of Earth.

The need for allied planetary action to bring a decisive end to international terrorism and World War III, and lasting global peace, order, and security through the deliberate and systematic elimination of the social, economic, and political causes of war; and through the establishment of a planetary justice system to safeguard global civil society under the rule of law.

The need for universal acceptance, recognition, and enforcement of an expanded definition of planetary human rights to include economic, social, and environmental security, specifically guaranteed access to food, clean drinking water, clean air, housing, clothing, medical care, education, employment, and humane working conditions.

The need for social policies which reflect a culture of life and which work to eliminate the culture of death that is destroying the moral fabric of humanity and spreading its mental, emotional, and spiritual poison around the world.

The need for morality, moderation, and responsibility in advertisement, media, and entertainment in order to build a culture of love while vanquishing the culture of lust that has eroded the stability of our marriages, the strength of our families, and polluted the psychological and ethical environment in which we raise our children.

The need for policies of economic justice that place the values of family, neighborhood, and community at the center of our planetary civilization; work to eliminate the tyranny of the culture of greed; and which will forever liberate our planetary brothers and sisters who are enchained in the slavery of poverty.

The need for global disarmament to follow the end of World War III, the creation of The Terran Federation, planetary unification, and the establishment of lasting planetary peace, order, and security; specifically supervised planetary nuclear disarmament to be followed by supervised planetary conventional disarmament; and the reallocation of the $900 billion spend globally, each year, on armaments, toward the alleviation of human misery, starvation, poverty, and disease; toward the research, development, and deployment of environmentally clean and friendly green technologies in every aspect of our planetary economic, manufacturing, and social infrastructure; and toward a planetary green deal for global environmental restoration.

The need for greater environmental awareness, ecological planning, and coordinated action to address the planetary ecosystem threats of deforestation, global climate change, ozone depletion, and mass extinction.

We will come together in this time and in this first planetary internet generation. We will safeguard the precious legacy that is the planet upon which we live and breathe, the planet our children will inherit. With conscious purpose and steadfast determination, with vision, bravery, and hope, we will build a new planetary civilization for a new age. Together we, the people of Earth, will bring about planetary unification and lasting peace. Today we begin. Tomorrow we succeed.

We cannot fail. We will not fail.

People of Earth,

It is only in changing ourselves that our world will change.

No external change in political or economic systems, even planetary unification, no external achievement, even victory in World War III, will bring peace, order, and security to Earth unless the external visible change is matched by the hidden inner transformation brought about as our people seek and find peace within through an opening of the heart.

The solution is one of individual responsibility. We must dare to take responsibility for every moment of our existence. By reshaping our attitudes we will reshape our lives. Each moment counts. Every thought, every word, every action makes us who and what we are and every person we touch ever after will be affected by the choices we make here and now. If we shatter one life, crush one spirit, we wound all humanity and if we uplift one person we uplift the world. As we learn, the world learns with us, and if we no longer remember, the world will forget.

By encouraging our children and our planetary people to be accountable we build our society on a foundation of human duties to complement, complete, and balance human rights. It is our duty to care. Apathy breeds ignorance. Ignorance brings poverty of spirit. Poverty of spirit is the destroyer of hope.

Our choices are limited. We, the people of Earth, can awaken and take control of our destiny or we can watch helplessly as our children suffer and our planet dies. The hour is late, but it is not too late.

Moment by moment, hour by hour, day by day, let us come to terms with our past, let us be reconciled with our present, and let us be confident of our future; let us test our courage, let us strengthen our purpose, let us deepen our faith.

Aware of our talents and potential, let each of us grow, every day, better and stronger, and let us overcome all limitations by living in accordance with our highest truth.

Seeking peace within ourselves, with each other, and with the world around us, let us end the division of our people, dispel the illusion that humanity is separate from nature, and thereby heal our planet.

It is not our work to save the world, but to help our world save itself, and if we only succeed in changing ourselves, our world, too, will change. The change will come when each person realizes the power of the individual to make a difference. The world grows in small steps and each of us, in our own minds, in our own hearts, and in our own lives, shapes the world around us.

The truly important things in life can’t be touched with our hands, but must be felt in our hearts. We have the power to uplift or tear-down every person we meet. Home, family, neighborhood, and community are the things that last.

Love is the glue that binds us all together. Love enables us to realize, to feel, to know, our oneness with each other and with all things. Love is the sponge that can soak up the hatred and mistrust in the world, transforming our inner selves into a force for healing and renewal. Without love humanity will be no more alive than its machines. All of the things that this generation has yet to dream and do may one day be long forgotten, but if person-to-person we passed on the living legacy of love, oneness, and community, we will live in those who walk this world or beneath a faraway star a thousand generations from now.

We must rediscover that the relationship of family is the basic building block of the community and of society. Only the family can instil in our children the firm foundation of character and self-confidence which will enable them to build a life of love, peace, happiness, and success. It is the role of family to educate and guide the young, to give them the social mores and living skills which are necessary for survival, and to create an environment of economic and emotional security through shared interdependence and love. Although the very fabric of society changes as its attitudes and circumstances develop, the role of family remains unaltered. There must be one clear point of reference and unity for the individual struggling with the tidal wave of accelerated change. If the family, our children’s first introduction to, and model for, living, cannot provide it, then humanity faces the day in which it will witness the unraveling of its very essence. The dominoes of family, neighborhood, community, and our planetary society will stand or fall in as much as family endures.

If we, the people of Earth, as individuals and families, find healing and renewal, that flame will strengthen and take hold within our neighborhoods and nations. If we remain committed to making the difference by changing one thought, one conversation, one life at a time … remain committed to living and learning from life’s center, this precious present moment, with love in our opening hearts and upon our lips … the peaceful force of our communion will ripple out to touch the spirit of our planet and will truly light the world.

People of Earth,

Even as our global economy joins us together, even as our technology enables the fusion of our separate societies and national cultures into a planetary civilization, our environmental biosphere makes us already ONE.

Humanity is part of nature, not separate from it, and we are given not dominion, but the custodianship of caretakers. We are entrusted with the responsibility of conscientious stewardship, of guardians, to whom falls the obligation of preserving the natural wonders and the delicate life-giving balance of the planet we have inherited until it is time to pass this living world on to the next generation.

The on-going destruction of our global ecosystem is the greatest threat facing our people. The potential collapse of the spaceship Earth’s life-support system, as evidenced by the depletion of the ozone layer, global climate change, deforestation, and mass extinction, is the Sword of Damocles hanging over the head of every man, every woman, and every child on Earth.

Earth is one living body with global circulatory and respiratory systems. Anything which affects a single part of the biosphere affects all other parts. Any human action which impacts one aspect of the environment, which creates stress on one segment of this closed, interconnected planetary life-support system, stresses and alters the entire system. Each major crisis of destruction and negative change reinforces and increases the momentum of all others.

Many will pick up the call for planetary unification in the coming years and will begin to identify and warn of the threats facing our people, but let me clearly state that humanity now faces the possibility of extinction before our children’s generation reaches the end of its natural time on Earth. We are fast approaching what the late oceanographer Jacques-Yves Cousteau called “a moment of no recovery”. For the first time in history we have the power to destroy the life-support system of planet Earth through our own inaction.

How will humanity survive if a lifeless ocean and massive crop failure from ozone depletion and global climate change, if altered temperature, ocean currents, wind direction, rainfall, and increased levels of ultraviolet radiation trigger a final, devastating, worldwide famine?

How will a planet that is not politically, economically, and socially unified, where we, the people of Earth, have not taken direct control over our own destiny and the future of our children, muster the massive resources and collective will to take the immediate coordinated planetary action which is needed to prevent the extinction of humanity?

How will nation-states which are divided over religious, political, philosophical, racial, and cultural differences, which are ignoring the primacy of our common biology and joint human destiny, which are already squandering the natural resources of our planet, the riches of our people, and the birthright of our unborn descendents on the $900 billion spend globally, each year, on armaments while forty million of our people die of hunger each year and forty thousand of our children under the age of five starve to death every single day, react to planetary famine, to billions of refugees wandering across the surface of a planet which is rapidly becoming uninhabitable?

Only the unification of the West, hemispheric Union between the West and the Russian Federation, allied planetary action to bring a decisive end to World War III and lasting global peace, order, and security, immediately followed by direct, comprehensive, and irreversible planetary unification, will prevent World War III from becoming a final World War over food and clean water, a terrible twilight struggle in which the human race commits suicide with weapons of mass destruction.

These ecological threats, when combined with the social and economic problems which keep our people enchained in the slavery of poverty, add up to an equation whose only solution is planetary unification. As long as a single one of our children remains hungry, as long as a single one of our brothers and sisters remains enchained in the slavery of poverty, we are not free.

We must leave behind a planet that is unified and at peace, where the $900 billion spent each year on armaments around the globe are, instead, used to create a planet where every child is fed, clothed, and housed; guaranteed economic and social security; is provided free, life-long, equal access to education; is able to rise without external limitation to the level of his or her truest talent and deepest dream; is able to live without prejudice and discrimination according to his or her highest truth and is free to seek that truth and to define the purpose and direction of his or her life, the very meaning of his or her existence, according to the dictate and free exercise of individual conscience; and is able to grow with an opening heart in love, inner peace, and wisdom on a planet healed and whole.

When the last member of this generation passes from this physical life, let he or she rest peacefully in the knowledge that the stars of the night sky await the sons and daughters of a unified humanity who will rise from this planet to spread enlightened civilization out into our solar system and beyond.

Planetary unification is inevitable. Economic forces unleashed by the emergence of the global economy and the world wide web’s revolutionary impact on every aspect of human society will bring about de facto unification within the lifetime of the first internet generation. The central question of our time is not whether planetary unification will take place, but in what manner. Who will organize planetary unification? How long will it take? What will the system of planetary government look like? Who will hold power on a unified planet?

Who decides? We do.

The first choice of our planetary people is between action and inaction, between decision and indecision. Inaction is still an action. Indecision is still a decision. Inaction and indecision are an abdication of the rights and power, the very freedom, for which the people of Earth have struggled and died over the last two hundred years.

The World Trade Organization is stepping-in to fill the void created by our lack of planetary government. The bureaucrats of the WTO have assumed the executive, legislative, and judicial powers which true planetary government ought to have, but which have never even been granted to the United Nations, and which by right should only be given to any world body by popular mandate through the conscious participation of the people of Earth.

Convening behind closed doors in Geneva, Switzerland, three representatives of the WTO meet in camera - - in closed session without press or public participation - - and hand down rulings on matters of trade which affect all of Earth. The WTO’s rulings may override the national laws, environmental regulations, and worker protections of sovereign and independent nation-states, with the only criteria being what is considered to be in the best interests of global free trade and economic policy, and with fines and economic sanctions wielded as weapons to bring resisting nation-states into full compliance; without recognition of the reality that environmental protection and the rights of workers are economic concerns on a planet which is ONE.

WTO administrators have no conflict of interest rules to place their decisions beyond the undue influence and financial power of multi-national corporations. No checks and balances exist to restrain the absolute, anti-democratic power of the WTO autocracy. The decisions of the WTO are final and binding.

Concerned citizens seeking to act on behalf of the interests of the people of Earth have no mechanism to file briefs with, or provide direct input to, the WTO decision-makers.

We live in a revolutionary time in which everything about our society - - the way in which we do business, educate ourselves, relate to one another, and live our daily lives - - is about to change. This transformation is being brought about by the planetary collective consciousness emerging on-line and the ability of the internet to magnify human creativity. The internet’s true potential has not been realized and the full force of its power has yet to be tapped.

It is not the information age that we have entered, but the age of the idea and the era of the imagination. Tremendous wealth is being generated, ever greater and more rapid leaps of science, technology, and medicine are being achieved, and the human race is becoming more efficient, more creative, more aware, and more interconnected with every passing day. Our people are organizing and networking, reaching through cyberspace to touch, to embrace, brothers and sisters around the planet, bypassing old ways and outdated systems to forge new coalitions and alliances outside of the traditional socio-economic and political power structure. Whereas the reins of government and the economy have always been held in the hands of the few, the new millennium brings the empowerment of the many.

The power of the idea, magnified by the tool of the planetary internet, is bringing about the restructuring of our schools, our workplaces, our financial institutions, our science and technology, our art, our music, our culture, our home life, and the way in which we view ourselves, our world, and our place in it. The new age rewards the innovative visionaries who dare to color outside of the lines, dream great dreams, and think in bold, progressive, and new ways.

The time has come for us to turn our attention to the way in which we govern ourselves and dare to conceive of a planetary system of government which uses twenty-first century communications technology to better reflect the society in which we live, the people we have become, and the people we wish to be.

We, the people of Earth, must step forward in unity, liberty, equality, and fraternity, must raise our voices as the people of America did in 1776, as the people of France did in 1789, as the people of Central and South America did in the early 1800s, as the people of Central Europe and China did in 1989, and the people of Russia did in 1991. We must discuss different conceptions of, and build momentum for, a planetary government which places the people of Earth in control of the people’s own destiny and we must “institute new government” … “deriving just powers from the consent of the governed” … which not only secures our “unalienable rights” to “life, liberty, and the pursuit of happiness”, but which is also capable of resolving the problems which are burdening our people and destroying our planet.

We, the people Earth, must begin this task and lead the way. This process, assembling the hub around which planetary unification shall be built, must be initiated through the conscious and deliberate participation of our citizens and when completed must be submitted for popular approval at the ballot box. Now. In this generation.

People of Earth,

WE ARE ONE. Earth is our common home. The new century, the new millennium, the new age, is a time for new beginnings. The moment has come for the sons and daughters of Earth to look around at the world we have made and the civilization we have built, to ask where we wish to be at the end of the new century, at the end of the new millennium, and to consider the individual and collective steps which are needed to bring about lasting planetary peace.

Lasting planetary peace is ours for the having, but we, the people of Earth, must be the ones to achieve it. World War III will be the last war. Through it our planet will awaken and our people will unite. We will make it happen. Let us believe this because through belief comes strength and through strength our planet will be reborn.

As we look ahead to the future, as we dare to envision the world our children will inherit, a global renaissance, an age of illumination, founded upon planetary unification, becomes possible. For this dream to become a reality, each and every citizen of Earth is called into service. Each of us has something to contribute. We must save ourselves.

In this most critical hour … as the Internet, the mass-media power of television and radio, the cultural fusion of the Information Society, the emergence of the global economy, the formation of the European Union into a continental superstate moving inexorably toward federation, as boundaries and borders between nations, peoples, races, religions, and cultures are erased around much of the planet … as world-wide threats such as World War III, terrorism, fundamentalism and extremism, resurgent nationalism, social disorder, large-scale organized criminal activity, the spread of drugs and arms trafficking; ecological devastation including the destruction of the ozone layer, the mass and accelerating extinction of species, deforestation, and global climate change; increasing human misery including starvation, lack of clean drinking water, the spread of AIDS, lack of access to basic medical care and vaccinations, overpopulation, modern slavery, sexual servitude and exploitation, the inequality of women, continuing racial discrimination, the growing gap between rich and poor and the economic oppression of workers; the monopoly of unchecked multi-national corporate oligarchy; ethnic cleansing, crimes against humanity, repression of freedom and denial of fundamental human rights, and the proliferation of weapons of mass destruction … force trans-national, planetary cooperation and push the West toward immediate hemispheric Union … as the completion of the human genome project, advances in cloning, genetic engineering, and quantum physics give humanity unprecedented power over creation, unlock the secrets of life itself, bring the ancient dream of eternal physical life and elimination of disease closer; reveal the existence of a Universe which is old beyond imagining and vast beyond comprehension, comprised of 100 billion galaxies, each home to 100 billion stars and countless planetary systems, and hold forth the promise of easy passage to the Moon and planets of our own solar system … the time has come for us to harness the potential of mind, heart, and spirit, to utilize the power of the spoken and the written word, magnified by the communication tools of Earth’s mass-media, to awaken our planetary people, so long slumbering in ignorance and superstition, paralyzed by fear and mistrust, enchained by the slavery of poverty and oppressed by the tyranny of greed, blinded, wounded, and numbed by the culture of death and seduced into sensual bondage by the culture of lust.

The time has come for us to turn our attention, most particularly in the West where the process of human unification is most advanced, toward governmental, legal, economic, monetary, technological, scientific, societal, and spiritual planetary unification.

Even as we seek to end World War III and turn the tragedy of war toward the creation of a safer, more peaceful planetary society, even as we fight the causes of war while we find ourselves in the midst of war, we, the free people of the West, must, as individuals, as families, as communities, as nations, do our utmost to facilitate a discussion, to provoke a debate, and to initiate comprehensive education through which our emerging planetary collective consciousness may be raised, focused, and directed toward the greatest challenge in human history and the greatest task of this generation: planetary unification.

My Brothers and Sisters,
People of Earth,

On September 11th, 2001, nineteen terrorists killed 3,234 people from The United States of America and seventy-seven other countries.

As an American convert to Islam and a Sufi student of awareness, I call upon the planet to avoid condemning the greater Muslim community along with these heretics, and I call upon the Muslims of Earth to speak out with one clear voice raised in opposition to those who seek to hijack Islam and pervert a sacred path of the heart with violence.

Of Earth’s one billion Muslims only eighteen percent are Arabs and of these Arabs only the twenty-three million people of Arabia live under the state-sponsored fascism of the Wahabi heresy.

Under the oppressive conditions which presently exist in Arabia it is no more possible to measure genuine popular support for the official ideology than it was to do so under the Taliban in Afghanistan.

Al-Saud rule in Arabia draws its strength from a two hundred and fifty-year old alliance concluded between Muhammad Bin Saud, ruler of Diriyah, and Muhammad Bin ‘Abd Al-Wahab, an outlawed heretic who fell under Al-Saud family protection. Through this alliance the Al-Saud family rose and its totalitarian regime came to power in September 1932; a time in which fascist regimes also rose in Italy and Germany.

The legitimacy which the Wahabi heretics and the Al-Saud family seek to draw from Arabian custodianship of the Ka’bah is an accident of geo-political history. The sacred shrine in Mecca belongs to all of the planet’s Muslims and any steward holds but temporary custody maintained only so long as this trust is honored before Allah and all the Umma with Islamic integrity.

In as much as the Al-Saud family coddles the Al-Qaeda successor of the Wahabi ikhwan or brethren, the stormtroopers of the Saudi fascist revolution, and permits them to use the birthplace of the Prophet Mohammed, Peace and Blessings Be Upon Him, as a safe haven from which to take violent global action, to wage heretical fascist revolution in violation of true Islam, as long as the Muslims of Arabia are oppressed, the Al-Saud family forfeits its mandate and calls into question the very legitimacy of its rule.

In as much as the actions of the Al-Saud family violate the basic tenets of Islam and its long tradition of tolerance, desecrate the birthplace of the Prophet Mohammad, Peace and Blessings Be Upon Him, the very soil upon which the Ka’bah rests, and prove ultimately harmful to the greater Planetary Umma of one billion Muslims, then the greater Muslim Umma must unite, seek a regime change in Arabia, and thereby validate the emergence of a true, contemporary, planetary Islam through Muslim liberation of the Ka’bah from the Wahabi heresy.

Furthermore, World War III cannot be ended, and planetary unification cannot be achieved, until there is peace in Jerusalem. The billion people of the greater Muslim Umma, and the five billion other people of Earth, must recognize that this is a planetary problem. The united will and collective influence of Humanity must join with the Israeli and Palestinian peoples to end the violence, reach a just settlement, and conclude a Treaty of Jerusalem.

To ensure that Palestinian institutions of civil society and the rule of law grow strong, to safeguard Israeli and Palestinian security, to foster Israeli and Palestinian integration in the Middle East, both the State of Israel and the State of Palestine should be invited to join the Arab League and should be guaranteed membership in the EU-style economic and political union which will take shape once peace has been achieved.

Israel and Palestine should also, with the support and approval of the entire Middle East and all of Earth, be invited to join NATO and NATO should sign-on as a guarantor of the Treaty of Jerusalem.

It is in the greater planetary interest, including that of those Middle Eastern states which face their own fundamentalist fascist insurgencies, that the terrorist infrastructure in Palestine be permanently dismantled. It is, however, equally incumbent upon the people of this planet to ensure that Israel is not left to act unilaterally against a people whose national territory it occupies.

The crisis in Israel and Palestine is a planetary flashpoint which could lead to a wider conflagration, an expansion of the Third World War, and must be brought to an end through a fresh approach which not only builds upon the best elements of the Oslo Framework, the Mitchell Report, the Camp David Proposal of 2000, and the Arabian Peace Plan, but also includes an immediate ceasefire; the rapid deployment of United Nations monitors and peacekeepers to separate the parties and undertake humanitarian relief efforts; temporary national lockdown of both Israel and Palestine; a supervised and coordinated withdrawal of Israeli Defense Forces from Palestine and their replacement through the additional deployment of a planetary contingent of United Nations peacekeepers from the Islamic nations, NATO, Russia, China, and others; a referendum vote on the final settlement by both the Israeli and Palestinian peoples; and supervised demilitarization under a ten-year, planetary, United Nations occupation. Peace, so fragile in its beginning, must be permitted to take hold and all of Earth must guarantee the Treaty of Jerusalem.

The entire planet must assemble a massive economic aid package to be delivered to Palestine, Israel, and the entire Middle East upon the implementation of the Peace of Jerusalem. The working people on the street must be made to feel the immediate economic and social benefits which are the greatest force for unity, reconciliation, healing, and a new beginning.

The Holy Land is a place of powerful natural beauty. Pilgrimage, tourism, and recreation should sustain the economy of Israel and Palestine, but their potential will only be realized in peace.

Jerusalem is a planetary city; a spiritual, cultural, and historical treasure which belongs to all Humanity. It must be a demilitarized zone where all weapons are forbidden and security maintained under joint Israeli-Palestinian administration, and held in trust for all of Earth.

Arabia has been, when ethically and legitimately governed, the traditional protector of Mecca and Medina and the guarantor of the Peace of the Hajj. Palestine should become the protector of Haram Al-Sharif, the Noble Sanctuary, and the guarantor of the Peace of Jerusalem.

In accordance with the long tradition of hospitality in Islam, pilgrims of all faiths, from all of Earth, must be accorded both safe passage and unhindered access to their holy places.

On the Noble Sanctuary that is the Temple Mount in Jerusalem, the Farthest Mosque, Al-Aqsa, should be retained for Muslims making salat, but the billion people of the greater Muslim Umma should offer up Qubbat al-Sakhra, The Dome Of The Rock, as an architectural jewel belonging to all Humanity, to serve as a spiritual shrine consecrated to oneness, peace, and love: The Planetary Temple Of The Age Of Planetary Unification.

The Holy Qur’an states: “Mankind is a single nation.” (2:213)

Let Qubbat al-Sakhra, The Dome Of The Rock, be opened to all the People of Earth as a place of planetary pilgrimage where all may come as individuals; in silence, humility, and without display; in reverence and peace; to submit to love; to seek healing, wholeness, oneness, and peace within.

The revelation of this age is written in the sacred heart of humanity by the hand of Life itself; its pages can only be opened in silence; its wisdom can only be read through love; and only this inner celestial spark of sentient spiritual consciousness will rightly guide us on a straight path to awakening, survival, transformation, and planetary unification.

Our Planetary Anthem, like our Planetary Flag and our Planetary Capital, must be selected through the collective, conscious choice of our planetary people.

While I have been laboring over the vision of our planetary government and as I have sought to give birth to The Terran Federation within my own mind, my own heart, and in my own soul, I have often written to the accompaniment of one piece of music which might, by its melody, as it is composed entirely without words and the difference of language, provide common inspiration to the People of Earth.

This music is Fanfare For The Common Man by Aaron Copland. It premiered in New York City on March 14, 1943.

It is my sincere hope that our people will also derive strength from this piece of music.

One day, if it is the collective choice of Earth, may it also serve as the Planetary Anthem of The Terran Federation.
